Introduction

The Request for Expression of Interest (REOI) is issued by Uttari Rajasthan Sahakari Dugdh Utpadak Sangh Ltd., Bikaner for the selection of a training agency to conduct various training programs under the National Program for Dairy Development (NPDD). The training programs aim to enhance the skills and knowledge of farmers, dairy personnel, and other stakeholders in the dairy sector. The selected agency will be responsible for delivering high-quality training sessions on topics such as good hygienic practices, quality management systems, and dairy operations.

Earnest Money Deposit (EMD)

  • EMD Amount: Rs. 25,620/- (Rupees Twenty-Five Thousand Six Hundred Twenty Only)
  • Mode of Payment: Demand Draft (DD) in favor of Uttari Rajasthan Sahakari Dugdh Utpadak Sangh Ltd., Bikaner, payable at Bikaner.
  • Refund: EMD is refundable after 3 months from the date of billing.

Tender Fee

  • Cost of EOI Form: Rs. 590/- (Rupees Five Hundred Ninety Only) via Demand Draft in favor of Uttari Rajasthan Sahakari Dugdh Utpadak Sangh Ltd., Bikaner, payable at Bikaner.
  • EOI Processing Charge: Rs. 500/- (Rupees Five Hundred Only) via Demand Draft in favor of MD, RISL, Jaipur.

Objectives

The primary objectives of the training programs are:

  1. To train farmers in good hygienic practices and good manufacturing practices.
  2. To enhance the skills of dairy personnel, including milk testers, plant staff, and marketing staff.
  3. To provide training on Quality Management Systems.
  4. To train DCS Staff, BMC, Chilling Centre, AMCU, and DPMCU on Operation & Quality Management.

Scope of Work

The selected training agency will be responsible for conducting the following training programs:

  1. Training of Farmers in good hygienic practices and good manufacturing practices.
  2. Training of Dairy Personnel/ Milk Testers (including plant and marketing staff) for 3 days.
  3. Training of Quality Management Systems for 3 days.
  4. Training of DCS Staff, BMC, Chilling Centre, AMCU, and DPMCU on Operation & Quality Management.

The training agency must ensure that all expenses, including refreshments, training hall, projector, audio-visual equipment, and stationery, are included in the quoted rates. For 3-day training programs, the agency must also arrange for stay, breakfast, and meals for the trainees.

Eligibility of Training Partners

  1. Experience: The firm must have conducted at least 5 training programs related to Good Manufacturing Practices, Good Hygiene Practices, Clean Milk Production, Milk Testing, BMC Operation & Management, HACCP, Food Safety Management System (ISO 22000), and other relevant areas.
  2. Location: Preferably located in the state of Rajasthan.
  3. Trainers: The firm must have qualified trainers from BIS/FOSTAC/NPDD or trainers with experience in conducting NPDD trainings. Retired personnel from quality, processing, or P&I departments, as well as lead auditors and trainers on ISO 22000/Food Safety, are also eligible.
  4. Financial Criteria: The firm must have a minimum turnover of Rs. 30 Lakhs in each of the last 3 years and should be profitable during this period.
  5. Certifications: The firm must have ISO 9001:2015 Certification and GST Registration.
  6. Legal Compliance: The firm should not have any pending cases against the Milk Union or its officers/employees. Firms that have been blacklisted, had contracts terminated, or suspended by RCDF or its affiliated Milk Unions are not eligible.

Selection Criteria

  1. Technical Strength: The firm’s experience, technical expertise, and past performance in similar fields will be considered.
  2. Financial Stability: The firm’s financial turnover and profitability over the last 3 years will be evaluated.
  3. Location Preference: Firms located in Rajasthan will be given preference.
  4. Compliance: The firm must comply with all statutory and mandatory provisions of labor/industrial laws.

Eligible Beneficiaries

The training programs are designed for the following beneficiaries:

  1. Farmers involved in dairy farming.
  2. Dairy Personnel, including milk testers, plant staff, and marketing staff.
  3. DCS Staff, BMC, Chilling Centre, AMCU, and DPMCU personnel.

Job Roles or Course

  1. Training of Farmers: Good hygienic practices and good manufacturing practices.
  2. Training of Dairy Personnel/ Milk Testers: Dairy operations, milk testing, and marketing.
  3. Training of Quality Management Systems: Quality assurance and control in dairy operations.
  4. Training of DCS Staff, BMC, Chilling Centre, AMCU, and DPMCU: Operation and quality management in dairy processing units.

Duration

  • Training of Dairy Personnel/ Milk Testers: 3 days.
  • Training of Quality Management Systems: 3 days.
  • Training of Farmers and Training of DCS Staff, BMC, Chilling Centre, AMCU, and DPMCU: Duration not specified but likely to be short-term (1-3 days).

Payment Conditions

  1. Payment Terms: Payment will be disbursed within 15 days of satisfactory verification by Urmul Dairy Bikaner.
  2. Security Deposit: The successful party must deposit 10% Security Deposit, which can be adjusted against the Earnest Money Deposit (EMD). This may also be deducted from the training bills.
  3. TDS Deduction: TDS will be deducted from the bill as applicable.

Mode of Submission

  1. Online Submission: The EOI form and related documents must be submitted online through the official websites: http://eproc.rajasthan.gov.in or http://sppp.rajasthan.gov.in.
  2. Offline Submission: The Demand Drafts for EOI form fee, EOI processing charges, and EMD must be submitted at the Urmul Dairy Plant Office, Bikaner before the due date.

Other Terms and Conditions

  1. Validity of Rates: The rates quoted in the EOI will be valid for one year and may be extended for another year if the performance is satisfactory.
  2. Confidentiality: The firm must not disclose any confidential information related to the Milk Union.
  3. Dispute Resolution: In case of any dispute, the decision of the Managing Director of Urmul Dairy will be final. The judicial jurisdiction for any dispute will be Bikaner.
  4. Termination: Urmul Dairy Bikaner reserves the right to terminate the contract if any terms and conditions are violated.
  5. Monitoring: Training sessions and records will be subject to monitoring and inspection by the authorities.
  6. Documentation: The selected firm must submit bills for each training program along with supporting documents, including a list of trainees, training schedule, attendance records, training feedback, and photographic/video evidence.
