
Expression of Interest (EOI) – Empanelment of Agencies for CSR Project Implementation
1. Introduction:
Brahmaputra Cracker & Polymer Ltd. (BCPL), a Government of India undertaking, invites Expressions of Interest (EOI) from eligible agencies/partners for empanelment to implement Corporate Social Responsibility (CSR) projects. The selected agencies will be empaneled for a period of three years, and during this period, BCPL will request financial proposals for specific CSR projects. Empaneled agencies will compete by quoting Project Implementation/PME (Project Monitoring and Evaluation) cost.

2. Key Dates:
- EOI Release Date: 5th March 2025
- Last Date for Submission: 19th March 2025 (2:30 PM)
- Opening of EOI: 20th March 2025 (3:30 PM)
- Empanelment Period: 3 years
3. Tender Fee & Earnest Money Deposit (EMD):
- Tender Fee: NIL

4. Objectives:
- To engage experienced and reputed agencies to implement CSR projects under BCPL’s CSR initiative.
- To promote health, education, rural infrastructure, sanitation, skill development, and sports through CSR interventions.
- To ensure efficient execution, monitoring, and evaluation of CSR projects.
5. Scope of Work:
The selected agencies will implement CSR projects in the following focus areas:
- Health & Nutrition:
- Medical camps, health awareness programs, and distribution of healthcare items.
- Promotion of Education:
- Supporting schools, providing scholarships, and enhancing educational infrastructure.
- Rural Infrastructure Development:
- Construction of community centers, roads, and water supply facilities.
- Swacchhta & Sanitation:
- Sanitation drives, toilet construction, and awareness campaigns.
- Skill Development & Sustainability:
- Vocational training and employment-linked skill development programs.
- Promotion of Sports:
- Support for sports events, infrastructure, and equipment distribution.
6. Eligibility Criteria for Training Partners:
- Legal Registration:
- Registered under the Indian Companies Act 1956, Indian Partnership Act 1932, or The Indian Factories Act 1948.
- Experience:
- At least 3 years of experience in implementing CSR projects.
- Executed at least one project of INR 150 lakh or two projects of INR 94 lakh each or three projects of INR 75.2 lakh each in the last seven years.
- Financial Stability:
- Average annual turnover of INR 94 lakh over the last three financial years.
- Net worth: Positive as of FY 2023-2024.
- Minimum working capital of INR 18.8 lakh.
- Statutory Compliance:
- Valid GST registration number, PAN, and separate PF code.
- Not blacklisted by any government agency.
7. Selection Criteria:
- Experience in CSR projects:
- Number and value of completed CSR projects.
- Financial Stability:
- Turnover, net worth, and working capital evaluation.
- Technical Capacity:
- Capability to execute and manage large-scale CSR projects.
- Compliance:
- Adherence to statutory regulations and CSR norms.
8. Eligible Beneficiaries:
- Communities and individuals in areas of BCPL operations.
- Beneficiaries of healthcare, education, rural development, and skill-building programs.
- Youth and women seeking skill development opportunities.
- Sports enthusiasts and athletes supported under CSR sports initiatives.
9. Job Roles or Course/Focus Areas:
- Health & Nutrition: Medical assistance, healthcare camps.
- Education: Scholarships, infrastructure support.
- Sanitation: Cleanliness drives and infrastructure development.
- Skill Development: Vocational training courses.
- Sports Promotion: Training and infrastructure support.
10. Duration:
- Empanelment Period: 3 years (2025-2028).
- Individual CSR projects will have their own specific timelines, to be defined in financial proposals.
11. Payment Conditions:
- Payments will be milestone-based as per the Special Conditions of Contract (SCC).
- Construction Projects:
- 1st Installment: 20% mobilization advance after feasibility check and need assessment.
- 2nd Installment: 40% on reaching plinth level (subject to satisfactory progress).
- 3rd Installment: 30% on casting of superstructure (with Fund Utilization Certificate).
- 4th Installment: 10% on project completion and satisfactory evaluation.
- Purchase of Vehicles:
- 1st Installment: 100% advance or booking amount.
- 2nd Installment: Balance after submission of invoice and vehicle registration.
- Capital Items:
- 1st Installment: 50% advance payment.
- 2nd Installment: 50% on submission of Fund Utilization Certificate.
- Programs (Camps, Vocational Trainings, etc.):
- 1st Installment: 10% mobilization advance.
- 2nd Installment: 40% on satisfactory progress.
- 3rd Installment: 40% upon submission of Fund Utilization Certificate.
- 4th Installment: 10% on final project completion and evaluation.
12. Mode of Submission:

13. Other Terms & Conditions:
- Jurisdiction: Any disputes will be under the jurisdiction of Dibrugarh courts.
- Arbitration: As per the Arbitration and Reconciliation Act, 1996, with the venue in Guwahati, Assam.
- Force Majeure: Includes war, riots, natural disasters, or government restrictions. BCPL reserves the right to cancel contracts due to prolonged force majeure conditions.
- Penalty for Non-Performance:
- Up to 10% of the project cost for delays or inferior quality of work.
- Monitoring & Evaluation:
- BCPL will oversee project implementation and performance monitoring.
- No Obligation for Work Allocation:
- Empanelment does not guarantee project allocation.
- Execution Responsibility:
- Agencies will be responsible for all manpower, machinery, permissions, and logistics.
