Tripura Rural Livelihood Mission (TRLM), under the Government of Tripura, invites proposals from eligible organizations to partner as Captive Employers under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY). The objective is to provide skill training and guaranteed placement to rural poor youths in Tripura by involving industries directly in training and employment.

Objective
- To engage industries/employers as Captive Employers to conduct skill training aligned with their internal human resource needs.
- To ensure placement-linked skill training resulting in employment for rural youth for a minimum of 6 months.
- To bridge the gap between the skills imparted and industry requirements, and enhance employability.

EMD (Earnest Money Deposit)
- EMD/Performance Guarantee: Not required for Captive Employers as per the guidelines.
Tender Fee
- No Tender Fee applicable.
Scope of Work
- Skill training of rural poor youth of Tripura through residential courses.
- Minimum training hours: 576 to maximum 2304 hours (NSQF aligned).
- Guaranteed placement of at least 70% of trained candidates within the employer’s own organization or its subsidiaries.
- Provide minimum 6 months of employment post training.
- Ensure minimum wage or CTC commitments:
- Rs.10,000/- per month or state minimum wage (whichever is higher) for courses less than 6 months.
- Rs.12,000/- per month or state minimum wage (whichever is higher) for courses more than 6 months.

Selection Criteria
- Eligibility as per financials, infrastructure, manpower, and legal compliance.
- Assessment by State and Central Committees including:
- Training infrastructure readiness
- Mobilization and Placement strategy
- Career progression plans
- Co-branding commitment
- Retention strategies
- Two-level approval process: State Screening + Central MoRD Approval.
- MOU Signing with MoRD and TRLM for 3 years (extendable based on performance).
Eligible Beneficiaries
- Rural poor youth of Tripura registered under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY).
- Residential training is mandatory for all candidates.
Job Roles / Course / Focus Area
- Job roles must be NSQF aligned.
- Focus areas: Industry-specific operational needs.
- Captive Employers can add tailor-made modules as needed.
Duration
- Minimum 576 hours up to 2304 hours of training per course depending on job role standards.
- MOU valid for three (3) years, extendable on performance.
Payment Conditions
- Reimbursement Mode: Payment made in three installments.
- Payment after external assessment and certification of candidates.
- As per MoRD Captive Employer Guidelines Notification No.18/2020 dated 06-Oct-2020.

Other Terms and Conditions
- No Consortium or Sub-Contracting allowed.
- Minimum placement commitment must be met, failing which legal action/MOU cancellation can occur.
- Mandatory Co-branding of DDU-GKY in training centers.
- Safety of trainees during training is the employer’s responsibility.
- Organizations must not be blacklisted or involved in litigations impacting service delivery.
- Captive Employers must commit to train and place minimum 500 candidates during the project period.
