
1. Introduction
The Punjab Skill Development Mission (PSDM) invites proposals from empaneled training partners to conduct skill development training for jail inmates in Punjab. This initiative is assisted by NABARD and aims to provide vocational training to inmates, enhancing their employability and facilitating rehabilitation. The selected agency(ies) will be responsible for setting up training infrastructure, conducting courses, and ensuring certification as per Sector Skill Council (SSC) standards.

2. Objective
The primary objective of this programme is to:
- Impart skill training to jail inmates in specified job roles.
- Enhance inmates’ employability and self-employment opportunities.
- Ensure certification through SSC-approved assessments.
- Complete training within the stipulated timeframe.
3. Key Dates
- Application Submission Deadline: 12-05-2025 upto 4.00 PM, To be submitted on the e-procurement portal www.eproc.punjab.gov.in as per the schedule mentioned in the tender notice.
- Proposal Validity Period: As per RFP guidelines (typically 90-180 days from submission).
- Training Completion Timeline: 04 months from the issuance of the work order.
4. Financial Obligations
- Tender Fee: ₹1,000 (non-refundable).
- Processing Fee: ₹10,000 (non-refundable).
- Earnest Money Deposit (EMD): ₹25,000 (refundable for unsuccessful bidders, forfeited in case of withdrawal or non-compliance).
- Performance Bank Guarantee (PBG): 10% of the contract value to be submitted within 07 days of LoI issuance (valid for 180 days).

5. Scope of Work
The selected training partner(s) will:
- Set up classrooms and labs within jail premises.
- Provide Training of Trainers (ToT) certified instructors.
- Conduct training in the following job roles:

- Ensure assessment by Sector Skill Councils (SSCs).
- Follow PMKVY 4.0 cost norms and guidelines (placement component not mandatory).
- Submit claims within one month of assessment.
6. Eligibility of Training Partners
- Must be empaneled with PSDM (self-certified proof required).
- Must have ToT-certified trainers for the applied job roles (change of trainer permitted at a cost of ₹25,000 per request).
- Minimum 25 candidates trained and certified in the relevant job role.
- Minimum 10 candidates placed in the formal sector (in association with PSDM/Govt. agencies).
- Non-compliance with any eligibility criterion will lead to disqualification.
7. Selection Criteria
- Technical Evaluation (80 Marks):
- Training experience (minimum 25 trained candidates).
- Placement record (minimum 10 placed candidates).
- Presentation (20 Marks):
- Approach & methodology, staffing plan, training schedule, assessment tie-ups, etc.
- Final Selection: Based on combined score (eligibility + presentation). Tie-breakers:
- Higher placement numbers.
- Higher training numbers.
8. Eligible Beneficiaries
- Jail inmates selected by jail authorities in consultation with PSDM.
- No placement mandate, but self-employment/placement incentives applicable.
9. Job Roles / Focus Areas
- Plumber General (QP Code: PSC/Q0104)
- Carpenter (QP Code: FFS/Q2201)
- Electrician (QP Code: PSS/Q6001)
10. Duration
- Training Completion: 04 months from work order issuance.
- Assessment & Certification: Within the training period.
11. Payment Conditions
- Payment as per PMKVY 4.0 cost norms.
- Assessment fees to be borne by the training agency (reimbursed by PSDM).
- No payment for re-assessment failures.
- Claims must be submitted within one month of certification.
12. Mode of Submission
- Online Only: Applications must be submitted via www.eproc.punjab.gov.in.
- Hard Copy/Email Submissions: Not accepted.

14. Other Terms & Conditions
- No Subletting: Work cannot be subcontracted; violation leads to de-empanelment.
- Penalties: Applicable as per PMKVY 4.0 for non-compliance.
- Modification Rights: PSDM reserves the right to modify job roles, targets, or cancel the tender.
- Blacklisting: Agencies debarred by Govt./PSDM/NSDC are ineligible.
- Confidentiality: Training partners must not use PSDM’s name/logo without permission.
