

1. Introduction
The Employability Enhancement & Livelihood Training Program (EELTP) is a Government of India initiative sponsored by the Ministry of Electronics and Information Technology (MeitY) and implemented by NIELIT. The program aims to uplift the socio-economic status of SC/ST and EWS (Women) youth by providing skill development and capacity-building training in the Information Electronics and Communication Technology (IECT) sector.

2. Objective
- Provide quality IECT-based vocational training.
- Enhance employability and livelihood opportunities for 52,300 SC/ST/EWS (Women) youth.
- Target 100 districts across 26 States/UTs, focusing on areas with high SC/ST population.
- Establish a structured system for accreditation, training, certification, and placement.
3. Key Dates
- Administrative Approval Date: 12 October 2022
- Project Duration: 01 October 2023 to 30 September 2026
- EOI Release for Punjab (Ludhiana & Jalandhar): November 2024
- Seats Allocation: On a first-come-first-serve basis.

5. Scope of Work
Training Partners will:
- Promote and publicize the scheme.
- Mobilize eligible candidates.
- Conduct NSQF-aligned training as per NIELIT’s syllabus.
- Maintain biometric attendance, CCTV footage, and class photos.
- Provide placement assistance post-certification.
- Ensure the quality and compliance of training as per NIELIT norms.
6. Eligibility of Training Partners
- Should be a registered/accredited TP with NIELIT for NSQF-aligned IECT courses.
- For O-Level, separate application is needed through NIELIT HQ.
- TPs in Ludhiana and Jalandhar (Punjab) are invited under the latest advertisement.
- Institutes must adhere to the eligibility norms available at: NIELIT NSQF Guidelines
7. Selection Criteria for Training Partners
Based on a 50-point evaluation system, covering:
- Number of candidates trained in last 3 years.
- Number of centers operated.
- Years of experience in IT/Electronics training.
- Placement record.
- Prior experience with government-funded skill development projects.
8. Eligible Beneficiaries
- Scheduled Caste (SC), Scheduled Tribe (ST) youth and Economically Weaker Section (EWS) Women.
- Candidates must meet the specific eligibility criteria for each NSQF-aligned course.
- Beneficiaries will be selected by a 3-member committee including state social welfare department representatives.
9. Job Roles / Courses / Focus Area
There are 11 NSQF-aligned courses, including:
- Certified Multimedia Developer
- Certified Web Developer
- ITES BPO + Soft Skills + English
- Data Entry & Office Assistant
- Cloud Computing & Virtualization
- IoT Assistant & Associate
- AI Associate (Upskilling)
- Assembly & Maintenance of PC
- O-Level (IT)
- Computer Application, Accounting & Publishing Assistant
Each course varies from 200 to 540 hours and has specific eligibility and NSQF level.

- Course durations range from 200 hours to 540 hours, depending on the job role.
11. Payment Conditions
- Reimbursement of 75% of course fee per certified candidate to Training Partners.
- Remaining 25% retained by NIELIT Regional Centre.
- No reimbursement for unverified or duplicate entries.

- Biometric attendance and regular reporting required.
- No sub-contracting allowed.
- Online certification provided by NIELIT HQ.
- Training fee covers study material, promotion, certification, infrastructure.
- Courses must follow NSQF norms and qualification files.
- Interchangeability between SC/ST categories allowed in select 15+15 districts.
