1. Introduction
The National Commission for Women (NCW) was established as a statutory body in 1992 under the National Commission for Women Act, 1990. It aims to:
- Review constitutional and legal safeguards for women.
- Recommend legislative reforms.
- Address grievances and advise the government on policies affecting women.
To fulfill these objectives, NCW conducts various programs including seminars, workshops, capacity-building sessions, and training initiatives for women’s holistic development.
2. Objective
For FY 2025–26, NCW intends to:
- Organize national and state-level programs with professional assistance from Implementing Agencies (IAs).
- Promote gender sensitivity, self-employment, and entrepreneurship skills among women.
- Conduct awareness programs, training sessions, entrepreneurship & management development initiatives.
3. Key Dates

5. Scope of Work
Implementing Agencies will be responsible for organizing:
- Seminars, workshops, consultations.
- Entrepreneurship & Skill Development Programmes (ESDP).
- Entrepreneurship Development, Awareness, and Management Development Programmes.
- Exhibitions and related initiatives on women-centric issues.
6. Eligibility of Training Partners
Eligible entities include:
- Central & State Govt. Universities.
- Educational institutes, colleges.
- Tool rooms, technology centers, autonomous bodies.
- Government departments.
- NGOs, cooperative societies, associations.
- Already empanelled agencies or those with existing MoUs with NCW.
Additional requirements:
- NGOs must be registered under relevant laws and on NGO-DARPAN with at least 3 years of experience.
- Educational Institutes must be functional for at least 5 years.
- Must demonstrate:
- Proven experience in relevant training.
- Adequate infrastructure.
- Willingness to use digital platforms for monitoring.
7. Selection Criteria
- Meeting the eligibility and documentation requirements.
- Preference to already empanelled Central/State Govt. agencies.
- Proposal completeness and relevance.
- Proven infrastructure and training capabilities.
- Blacklisted entities or incomplete proposals will be disqualified.
8. Empanelment Procedure
- Submit application in prescribed format (available at www.ncw.gov.in).
- Include all required supporting documents.
- Proposal evaluation by NCW.
- NCW reserves the right to accept or reject proposals without assigning any reason.
9. Eligible Beneficiaries
- Women participants across India, especially those targeted for:
- Awareness building.
- Skill enhancement.
- Leadership training.
- Entrepreneurship development.
10. Job Roles / Courses / Focus Areas
Preferred program themes include:
- Safety, Health & Empowerment
- POSH Act, 2013 (Sexual Harassment at Workplace)
- Digital Literacy
- Anti-Human Trafficking
- Cyber Security
- Entrepreneurship & Skill Development
- Other women-centric topics
11. Duration
- The duration is to be proposed by the Implementing Agency.
- It must be detailed in the application, including:
- Proposed month(s).
- Tentative number of days.
12. Payment Conditions
- No financial assistance will be provided by NCW.
- Implementing Agencies may seek external sponsorship, subject to NCW’s approval.

15. Other Terms and Conditions
- Selected agencies must submit quarterly reports to NCW.
- NCW can review and direct revisions to the programs at any time.
- Empanelment may be terminated without notice.
- Submission of incorrect information can lead to rejection.
