1. Introduction
The District Mineral Foundation (DMF), Jajpur, Odisha, invites sealed proposals from eligible agencies for the “Selection of Agency for Imparting Computer Training Programmes in the Colleges of Mining-Affected Areas of Jajpur District, Odisha.” The initiative aims to enhance digital literacy and employability among students in mining-affected regions through structured courses like PGDCA (Post Graduate Diploma in Computer Applications) and Tally ERP 9.

2. Objectives
- Enhance digital literacy and technical skills among students in mining-affected areas.
- Provide industry-aligned training in PGDCA and Tally ERP 9 as per NSQF (National Skill Qualification Framework) standards.
- Improve employability and entrepreneurship opportunities for graduates.
- Establish sustainable computer training infrastructure in local colleges.

4. Earnest Money Deposit (EMD)
- Amount: ₹1,00,000 (One Lakh)
- Mode: Demand Draft (DD) in favor of “Collector & Managing Trustee, DMF, Jajpur” payable at Jajpur.
- Refundable: Yes, after contract finalization (forfeited if bidder withdraws or violates terms).

5. Tender Fees
- Amount: ₹10,000 (Non-refundable)
- Mode: Demand Draft (DD) as above.
6. Scope of Work
The selected agency will:
- Develop and deliver PGDCA and Tally ERP 9 courses aligned with NSQF/NSDC guidelines.
- Set up computer labs with 1:2 student-to-computer ratio (1 instructor computer + projector per batch).
- Recruit and train faculty (preferably NSQF-certified).
- Conduct pre- and post-training assessments.
- Submit periodic progress reports and a final closure report.
- Ensure minimum 5,000 candidates are trained (as per past experience criteria).
7. Eligibility Criteria for Training Partners
The bidder must:
- Be a registered legal entity (Company/Society/Trust/LLP) operating for at least 3 years.
- Have an average annual turnover of ₹3 Crore+ in the last 3 FYs (2021-22 to 2023-24).
- Possess 3+ years of experience in conducting NSQF-aligned IT trainings (PGDCA/Tally) for Central/State Govt/PSUs/NSDC partners.
- Have trained 5,000+ candidates in the past 5 years.
- Not be blacklisted by any government/PSU.
- Submit original supporting documents (audited financials, work orders, completion certificates).
8. Selection Criteria (QCBS Method)

- Final Score = 70% Technical + 30% Financial.
9. Empanelment Procedure
- Submit Proposal: Technical + Financial bids in separate sealed envelopes.
- Preliminary Screening: Check eligibility, EMD, and document compliance.
- Technical Evaluation: Only bidders scoring ≥70 proceed to financial bid opening.
- Financial Bid Opening: Lowest cost bidder gets maximum financial score.
- Final Selection: Highest combined score wins.
