Objective
The primary objective is to provide quality, placement-linked skill training to the youth of Karnataka to increase their employability. A key focus is on skilling Yuvanidhi beneficiaries (recent graduates and diploma holders receiving an unemployment allowance from the state government) and ensuring their absorption into industries.

EMD and Tender Fees
- EMD (Earnest Money Deposit): Not mentioned in the EOI document.
- Accreditation Fee: Applicants shortlisted as Training Providers must pay an accreditation fee.
- Training Provider Accreditation Fee: INR 50,000/-
- Per Job Role Fee: Additional INR 10,000 per job role.
- Note: Already accredited VTPs under KSDC’s ILC/Future Skills with active status need not pay again.
Scope of Work
Selected Training Providers will be required to:
- Register as a VTP on the Kaushalkar portal (www.kaushalkar.com).
- Mobilize and select candidates, giving preference to Yuvanidhi beneficiaries.
- Provide high-quality training infrastructure as per CMKKY and NSQF guidelines.
- Employ qualified trainers certified by Sector Skill Councils (SSCs).
- Conduct training for specific job roles, ensuring assessment and certification.
- Ensure placement of a minimum of 70% of certified candidates either within their own industry (captive placement) or in tied-up companies.
- Maintain biometric attendance and integrate CCTV with the KSDC data centre.
- Adhere to all monitoring, reporting, and guidelines issued by KSDC.

Eligibility Criteria for Training Partners
A. For Industries/Industrial Associations:
- Registered under the Companies Act 2013 / Industrial Associations / Sector Skill Councils / Staffing Agencies.
- Minimum 3 years of existence and currently operational.
- Minimum 20 employees.
- Consolidated Financial Turnover for 3 consecutive years (FY 2021-22, 2022-23, 2023-24)-Minimum of INR 5 Cr
- Must have a dedicated training facility (main business should not primarily be skilling).
B. For Private Vocational Training Providers (VTPs):
- Sufficient and relevant infrastructure for proposed job roles.
- Trainers must be certified by the respective Sector Skill Council (SSC).
- Must provide a Letter of Intent (LoI) from employers/industries for placement.
Selection and Evaluation Criteria
Proposals will be evaluated based on a scoring system out of 100 marks. A minimum of 60 marks is required for shortlisting.

Preference will be given to industries offering captive placement.
Empanelment Procedure
- Submission: Applicants must submit their proposal online via the Karnataka Public Procurement Portal (KPPP).
- Evaluation: Submitted EOIs will be evaluated in phases on a first-come, first-served basis against the eligibility and scoring criteria.
- Shortlisting: Shortlisted applicants will be notified.
- Accreditation: Shortlisted entities must get accredited as a VTP with KSDC by paying the requisite fees.
- Work Order: Based on industry demand and the quality of the proposal, KSDC will allocate training targets and issue work orders.
Eligible Beneficiaries
- Candidates must be domiciles of Karnataka.
- Special preference for Yuvanidhi beneficiaries.
- Age group: 18-35 years.
- Must possess an Aadhaar card and an Aadhaar-linked bank account.
- Must meet the qualification criteria defined by the SSCs for the chosen job role.
- Must not have undergone training under CMKKY or PMKVY schemes before.
Total Target to be Trained
The EOI does not specify a total statewide target. The number of trainees will be allocated to empaneled TPs based on:
- Industry demand.
- The capacity proposed by the applicant (an applicant can propose targets for up to 10 districts).
- KSDC’s sole discretion and fund availability.
Job Roles / Focus Areas
Training must be aligned with National Skills Qualification Framework (NSQF) job roles. The EOI provides a list of Future Skills job roles (Annexure 10), including:
- AI & Data: Machine Learning Engineer, Data Scientist, Data Engineer.
- Blockchain: Blockchain Developer, Architect, Strategist.
- IT-ITeS: DevOps Engineer, Security Analyst, RPA Developer.
- Advanced Manufacturing: Industrial Automation Technician, Mechatronics Specialist, VLSI Design Engineer.
- Automotive: Automotive Assembly Technician.
- Media: Game Artist.
Duration
The maximum project duration for the training program is 12 months.
Funding and Payment Conditions
Payment will be released in two installments as per the Common Cost Norms of the Ministry of Skill Development and Entrepreneurship (MSDE):

Key Notes:
- If placement is between 50-69%, payment will be made on a pro-rata basis for the 2nd instalment.
- If placement is below 50%, the entire 2nd instalment (50%) will be forfeited.

Other Important Terms and Conditions
- Governing Law: The process is governed by Indian law, with exclusive jurisdiction in Bangalore courts.
- No Consortium/JV: Consortiums or Joint Ventures are not allowed to apply.
- No Sub-contracting: Sub-contracting of the training work is not permitted.
- Right to Reject: KSDC reserves the right to accept or reject any or all proposals without assigning any reason.
