1. Introduction

The Directorate for Welfare of Other Backward Classes & SCs, Government of Manipur, has released a Request for Proposal (RFP) / Tender Notice for the selection of empaneled Training Partners (TPs). The objective is to implement a Short-Term Skill Training Programme under the centrally sponsored scheme Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY). The training will be conducted in Recruit-Train-Deploy (RTD) mode to ensure assured placements for Scheduled Caste (SC) youth, thereby enhancing their livelihood opportunities.

2. Key Objectives

The primary objectives of this skill development initiative are:

  • To increase the income of the target SC population through placement-oriented skill development.
  • To reduce poverty by bringing SC families above the poverty line.
  • To provide assured employment by implementing training in the Recruit-Train-Deploy (RTD) mode, where TPs secure pre-placement offers from companies before training commencement.
  • To empower SC women by ensuring at least 30% participation in various courses.

4. Earnest Money Deposit (EMD) & Tender Fee

  • Tender Fee: A non-refundable fee of ₹5,000 for each course, up to a maximum of ₹15,000 for three or more courses applied by a single bidder. The Demand Draft must be drawn in favor of DDO, OBC & SC.
  • EMD: 2% of the estimated cost of each course applied for, in the form of a Demand Draft drawn in favor of DDO, OBC & SC, valid for 90 days beyond the bid validity.
  • Submission: Original hard copies of both the EMD and Tender Fee DD must be submitted to the Directorate’s office by the deadline. Failure to submit the EMD will lead to outright rejection.

5. Scope of Work

The selected Training Partner will be responsible for the end-to-end execution of the skill training program, including:

  • Mobilization: Mobilizing SC candidates through District Administration.
  • Training Infrastructure: Maintaining training centers that comply with respective Sector Skill Council (SSC) norms, including residential/hostel facilities as required.
  • Quality Training: Conducting training through ToT (Training of Trainers) certified trainers, aligning with approved Qualification Packs (QPs).
  • Certification: Ensuring trainees receive “Skill Certification” from the Government of India through the concerned SSC or NCVET.
  • Placement: Achieving a minimum of 70% placement for certified candidates within 3 months of assessment under the RTD model. Employment must be for a continuous 3-month period with wages not below the minimum wage. Self-employment is also considered valid placement with supporting documents.
  • Residential Facilities: For residential courses, providing hygienic, safe, and secure boarding & lodging, nutritious meals, and separate hostel facilities for male and female trainees as per MSDE Common Norms.

6. Eligibility Criteria for Training Partners

The bidder must meet the following minimum eligibility conditions:

  1. Legal Entity: Must be a legal entity (Private Co., Govt. Org., Trust, Society, NGO, etc.) incorporated for over 3 years.
  2. Experience: Minimum 3 years of experience in skill training and specific experience in RTD mode skill training under Government Departments.
  3. Registration: Must possess valid GST and PAN registration.
  4. Financials:
    • Average Annual Turnover: From skill development in the last 3 FYs (2022-23 to 2024-25) must be 1.5 times the estimated bid value submitted.
    • Profitability: The organization must be profitable and should not have incurred a loss in three consecutive financial years (2022-23, 2023-24, 2024-25).
  5. Infrastructure: Must have sufficient training and hostel facilities in District HQs/Sub-Division HQs/SC majority villages in Manipur.
  6. Manpower: Must have adequate manpower and faculties.
  7. Blacklisting: The firm must not have been blacklisted/barred by any Government/PSU.
  8. Local Presence: A registered/branch office in the state of Manipur is required for ease of operations.

7. Selection & Empanelment Procedure

The selection will be based on a Technical Evaluation scoring system (100 marks). Only the Training Provider with the highest technical evaluation marks (H-1) will be selected for the contract.

8. Eligible Beneficiaries

  • Target Group: SC youth above the age of 18 years.
  • Income Limit: No fixed income limit, but priority will be given to families with an annual income of less than ₹2.5 Lakh.
  • Women Participation: At least 30% women candidates must be ensured in the training programs.

10. Funding & Payment Conditions

Payment is milestone-based, linked to trainee attendance, certification, and placement:

  • i) 30% Advance: On commencement of training after signing the contract.
  • ii) 30%: Upon utilization of 70% of the first installment and continuation of training with at least 70% of initial trainees.
  • iii) 20%: On completion of training and certification of successful trainees.
  • iv) 20%: After providing sustainable employment to at least 70% of the trainees.

Performance Security of 5% of the contract value is required from the successful bidder.

11. Mode & Address for Submission

12. Other Important Terms & Conditions

  • Validity: Proposals are valid for 1 year from the date of submission.
  • Governing Law: The tender is governed by GFR 2017, CVC guidelines, and Manipur Financial Rules (MFR).
  • Penalty Clause:
    • Failure to achieve 70% placement: 10% of the contract value penalty and withholding of final payment.
    • Delay in training commencement beyond 30 days from work order: ₹5,000 per day penalty.
  • Arbitration: Disputes will be settled under the Arbitration and Conciliation Act, 1996, with the place of arbitration in Imphal.
  • Termination: The Directorate reserves the right to terminate the contract for misrepresentation, fraud, or non-performance.
