🎯 Objective

India faces a significant shortage of skilled workforce, leading to a mismatch between industry demand and employable youth. This EOI aims to:

Utilize idle or underutilized training infrastructure of government/private institutions.
Conduct skill development programs nationwide to enhance youth employability.
Support sectors like Agriculture, Telecom, Tourism, Education, Electrical, Rural Development, Cement, Mechanical, Health, and Housing.
Strengthen India’s position in the global job market by creating a pipeline of skilled entry-level workers.

🔧 Scope of Work

Selected Service Providers (SPs) will:

Provide training facilities for Professional/Employability/Skill/Sponsored Training Programs.
Offer advanced infrastructure: Smart Classrooms, teaching aids, tools, and materials.
Supply qualified and experienced teaching/support/office staff.
Promote training programs through market linkages.
Implement job placement support for urban youth.
Establish and maintain community support centers.

✅ Eligibility Criteria for Training Partners

Entity Type: Proprietorship, NGO, Registered Company, Partnership with PAN/GST.
Operational Experience: Minimum 3 years as of 31st October 2025.
Financial Turnover: Average ₹1.0 Crore in skill development/training in last 3 years.
Infrastructure: Government-authorized/affiliated training premises (e.g., Colleges, ITIs, SHG/FPO centers).
Documentation: CA-audited financial reports for last 3 years, list of training centers with addresses.
Compliance: Legal and financial stability.

📝 Empanelment Procedure

Submission of EOI with all required documents (Annexure-A, B, C).
Scrutiny of eligibility and infrastructure verification (physical/virtual visit).
Evaluation based on scoring system.
Issuance of Letter of Acceptance (LOA) to selected agencies.
Empanelment validity: 3 years, extendable up to 5 years based on performance.

Urban and rural youth seeking entry-level job roles.
Candidates from sectors such as Agriculture, Telecom, Tourism, Education, Health, etc.
Trainees sponsored under government skill development schemes.

TDS deductions as applicable; deductions by sponsor will be passed to SP.
Payments made per project-wise work orders.

IGTR reserves the right to modify, cancel, or split orders without prior notice.
Security deposit refunded without interest after completion of contractual obligations.

Decision of General Manager, IGTR, Indore will be final in all matters.
All training must comply with sponsor agency/IGTR guidelines.
Training numbers may vary; payment adjusted accordingly.
