Introduction

Shabari Adiwasi Vitta Va Vikas Mahamandal Maryadit, Nashik, a corporation under the Tribal Development Department, Government of Maharashtra, has issued an Expression of Interest (EoI) for Skill Development Training. This initiative aims to empanel qualified Training Providers (TPs) to deliver employment-oriented skill training to Scheduled Tribe (ST) youth across the state under the “Eklavya Kushal” program. The EoI for Skill Development Training encompasses Short-Term Training (STT), Entrepreneurship Development Programs (EDP), and Recognition of Prior Learning (RPL).

Objective

The primary objective of this EoI for Skill Development Training is to empanel competent Training Providers to implement residential and non-residential skill development programs. The goal is to equip ST youth with market-relevant skills, enhancing their employability and promoting self-employment opportunities in alignment with the PMKUVA scheme and state government resolutions.

Tender Fees & EMD

  • Tender Document Fee: ₹20,000 (Non-refundable). Payable online via NEFT/RTGS/Credit/Debit Card on the E-Procurement Portal.
  • Earnest Money Deposit (EMD): ₹2,00,000 (Refundable). Must be submitted online before the bid deadline.
  • Exemption: Micro and Small Enterprises (MSEs/MSMEs) with valid Udyam Registration for skill development services are exempt from both Tender Fee and EMD. Startups recognized by DPIIT are also exempt from EMD.

Scope of Work

The empanelled Training Providers will be responsible for:

  • Mobilization: Ground-level mobilization and counseling of ST youth at their own cost, with Aadhaar-linked registration via www.eklavyakushal.in.
  • Training Delivery: Conducting NSQF-aligned courses in approved sectors. Batches must have 20-30 trainees. Training must include personality development, financial literacy, and practical sessions.
  • Infrastructure: Maintaining spacious classrooms, IT labs, and practical labs as per NSDC guidelines. For residential training, providing lodging/boarding for min. 60 candidates within 1 km of the training centre.
  • Assessment & Certification: Conducting internal assessments and facilitating final certification through MSBSVT/SSC/NCVET approved agencies.
  • Placement & Tracking: Ensuring a minimum 75% placement/self-employment rate within 2 months of training completion. Providing placement proofs (salary slips, employer letters) and tracking placed candidates for 6 months.
  • Reporting: Submitting fortnightly progress reports, mandatory Aadhaar-based biometric attendance on the MSSDS portal, and all required documentation on Shabari’s MIS.

Eligibility Criteria for Training Partners

A. For Govt./Semi-Govt./Recognized Institutes (Clause 9.1):

  • Includes KVK, MSRTC, Govt. ITIs, Polytechnics, Engineering Colleges, Corporate Training Institutes (Tata Strive, Mahindra), and Govt.-approved private institutions.
  • Must submit all annexures but are exempt from the pre-qualification criteria listed in Clause 9.2.

B. For Other Agencies (Clause 9.2):

  1. Legal Entity: Registered as a Company, LLP, Partnership Firm, Society, or Trust.
  2. Financials: Positive net worth as of 31.03.2025.
  3. Turnover: Minimum average annual turnover of ₹75 lakhs from skill development activities in the last three FYs (2022-23 to 2024-25).
  4. Experience: Minimum 3 years of existence. Must have trained at least 500 candidates in the last 5 years.
  5. Accreditation: Must be accredited with NSDC or MSSDS/DDU-GKY as a Funded/Non-Funded Partner (or obtain within 60 days of empanelement).
  6. Office in Maharashtra: Must have a registered/regional office in Maharashtra with 3 years of active operations (or establish within 60 days of empanelement).
  7. Placement Record: Minimum 75% placement/self-employment rate historically.
  8. Commonality: Entities with common promoters/directors cannot submit separate bids.

C. For DPIIT-Recognized Startups (Clause 9.3):

  • Exempt from prior experience, minimum turnover, and EMD requirements.
  • Selection based on capacity, performance, track record, and a physical presentation.

Selection & Evaluation Criteria

The EoI for Skill Development Training will be evaluated in two parts:

Part A: Technical Proposal (80 Marks)

  • Financial Turnover (15 Marks): Higher marks for turnover above ₹2 Cr.
  • Operational Presence in Tribal Districts (15 Marks): Coverage of more than 5 districts scores highest.
  • Candidates Trained (10 Marks): Experience training over 1500 candidates.
  • Active Empanelement with Govt./PSUs (10 Marks): Empanelled with multiple agencies.
  • Placement Performance (15 Marks): Over 80% placement rate.
  • Location (10 Marks): Registered office in Maharashtra.
  • Awards/Recognition (5 Marks): From State/Central Govt.

Part B: Technical Presentation (20 Marks)

Covers organizational capability, training methodology, team structure, and infrastructure.

  • Shortlisting: Bidders scoring ≥60/80 in Part A qualify for the presentation.
  • Final Selection: Bidders with ≥70/100 (Part A+B) proceed to Due Diligence (field verification of centres and documents).

Empanelment Procedure

  1. Submission: Online via Mahatender portal only.
  2. Evaluation: Desk evaluation followed by technical presentation for shortlisted bidders.
  3. Due Diligence: Field verification of claims, infrastructure, and documents.
  4. Award: Successful bidders sign a 2-year agreement with Shabari Mahamandal.
  5. Target Allocation: Work Orders are issued yearly based on capacity, infrastructure, and performance. Year 2 targets depend on satisfactory Year 1 performance.
  6. Performance Guarantee: Selected bidders must submit a Performance Bank Guarantee (PBG) of 3% of the Work Order value within 15 days.

Eligible Beneficiaries

Scheduled Tribe (ST) youth from the state of Maharashtra, particularly from the 13 tribal-dominated districts listed in Annexure-14 (e.g., Nandurbar, Palghar, Gadchiroli, Nashik).

Total Target to be Trained

The total target will be allocated annually to empanelled TPs based on their capacity, proposed implementation plan, and performance. Each training centre must have a minimum capacity of 60 candidates at a time.

Job Roles / Focus Areas

Training must be in NSQF-aligned courses from relevant Sector Skill Councils (SSCs). Priority will be given to new-age courses. A tentative list of 157 job roles across 25+ sectors is provided in Annexure-10, including:

  • Green Jobs: Solar PV Installer, EV Charging Technician.
  • Agriculture: Kisan Drone Operator, Precision Farming Technician.
  • Automotive: Electric Vehicle Service Technician.
  • IT-ITES: Web Developer, AR/VR Designer, AI Business Analyst.
  • Healthcare: General Duty Assistant.
  • Tourism & Hospitality: Tour Guide, Guest Service Associate.
  • Handicrafts & Carpets: Handloom Entrepreneur.

Training Duration

As per the duration specified in the National Occupational Standards (NOS) and Model Curriculum for each selected job role. The common cost norms are applied per hour per candidate.

Funding & Payment Conditions

  • Funding Pattern: As per the PMKUVA scheme guidelines.
  • Payment Schedule (for STT):
    • 1st Tranche (30%): On batch commencement with 7 days’ biometric attendance.
    • 2nd Tranche (30%): After training completion & candidate certification.
    • 3rd Tranche (20%): After 75% placement and submission of 3-month employment proof.
    • 4th Tranche (20%): After submission of 6-month employment proof and project closure report.
  • Payment for EDP/RPL: To be decided during the MoU process.
  • Lodging/Boarding: Reimbursed on actuals for residential trainees as per govt. norms.

Other Key Terms & Conditions

  • Validity: EoI must be valid for 180 days. The agreement will be valid for 2 years.
  • No Consortium/Subletting: Consortium bids are not allowed. Training cannot be sublet or run on a franchise model.
  • Penalties: Include financial penalties for delays, non-compliance, fake enrollments, and termination of contract with PBG forfeiture for serious breaches.
  • Blacklisting: Can occur due to fraud, financial irregularities, poor performance, or breach of contract.
  • Arbitration: Disputes will be settled under the Arbitration and Conciliation Act, 1996, with Nashik as the seat of jurisdiction.
  • Right to Change: Shabari Mahamandal reserves the right to amend, cancel, or reissue the EoI at any stage without assigning reasons.
