Objective
The primary objective of this EOI for Skill Development Training is to empanel qualified and experienced partners who can collaborate with institutes like IITs, IIMs, and other reputed universities to offer:
- Online degree programs, diplomas, and certifications.
- Executive education and training for PSUs and government departments.
- Professional development courses, faculty development programs (FDPs), and industry-aligned micro-credentials.
The goal is to provide accessible, industry-relevant, and regulatory-compliant training solutions that support national skill development priorities.

Earnest Money Deposit (EMD)
- Amount: ₹1,00,000 (Rupees One Lakh Only)
- Format: Bank Guarantee (BG) or Demand Draft (DD) from approved banks (as per Annexure-XI), valid for at least 90 days beyond the bid validity date.
- Exemption: MSME/NSIC-registered bidders with a valid certificate are exempt but must submit a financial solvency certificate issued within the last 3 months.
- Forfeiture Conditions: Includes bid withdrawal, non-responsiveness, failure to sign the agreement, or not submitting the Performance Bank Guarantee (PBG).

Scope of Work
The selected partners will be responsible for:
- Program Development & Delivery: Designing and delivering online degree programs, executive training, blended learning modules, and industry masterclasses.
- Partnership Management: Providing evidence of existing empanelment with premier institutes (IITs, IIMs, etc.) and ensuring UGC/AICTE compliance.
- Technology Infrastructure: Supplying a robust Learning Management System (LMS) with live classes, assessments, progress tracking, and mobile compatibility.
- Training & Capacity Building: Conducting leadership programs, Faculty Development Programs (FDPs), bootcamps, hackathons, and specialized skilling modules.
- Support Services: Offering learner onboarding, 24×7 helpdesk, academic counseling, placement assistance, and program management.
- Deployment on EdCIL Domain: Hosting courses on EdCIL’s platform, ensuring security compliance, and providing post-deployment support.
Eligibility of Training Partners
Pre-Qualification Criteria:
- Legal Entity: Registered company in India under the Companies Act, operational for at least 5 years (3 years for MSMEs). Consortiums not allowed.
- Financial Turnover: Minimum average annual turnover of ₹30 Crores in the last 3 FYs (2022-25). For MSMEs: ₹24 Crores.
- Experience: Must have trained at least 1000 students/working professionals in government/autonomous bodies in the last 3 years.
- Technical Capability: Must possess an in-house/proprietary LMS with learner analytics and a mobile app.
- Institute Partnerships: Documentary proof of MoUs/active partnerships with at least 5 premier institutes (NIRF ranking <25).
- Integrity: Must submit non-blacklisting, insolvency, and power of attorney documents.
Selection Criteria
A three-stage evaluation process:
- Pre-Qualification: Document-based scrutiny against eligibility criteria.
- Technical Evaluation (Scoring – 100 Marks):
- Company experience & turnover (20 marks each).
- Number of institute partnerships & individuals trained (20 marks each).
- Presentation on POC, LMS, and delivery model (20 marks).
- Minimum qualifying score: 70 marks.
- Financial Evaluation: Only for technically qualified bidders. Evaluation based on the “EdCIL Administrative Charge Percentage” quoted. Bidders offering the highest percentage (H1) will be empanelled; others may match the H1 price.
Empanelment Procedure
- Technically qualified bidders who match or offer the highest administrative charge percentage (H1) will be empanelled.
- Empanelment is valid for 1 year, extendable by another year based on performance.
- Work orders will be issued on a project basis, with EdCIL deducting its administrative charge from the total project cost.
- Partners must present their offerings to end-clients; work orders are issued at the client’s discretion.

- EdCIL’s Administrative Charge: Bidders must offer a minimum of 10% of the total project cost. Bids below 10% will be rejected.
- Penalties: Linked to SLA breaches (e.g., LMS uptime <99.5%, incident resolution delays). Cumulative penalties capped at 10% of work order value.
- Performance Bank Guarantee (PBG): 3% of each work order value, submitted within 14 days of work order issuance.

- Two Envelop System:
- Envelope 1 (Technical Bid): Contains compliance sheets, declarations, financial statements, work orders, power of attorney, EMD scan.
- Envelope 2 (Financial Bid): Contains Financial Bid Form-1 with the quoted administrative charge percentage.
- Offline Submission: Original EMD (BG/DD), Power of Attorney, and Non-Blacklisting Certificate must be sent via sealed envelope to EdCIL’s address before the online bid opening.

- Governing Law: Indian Law, with arbitration seat in New Delhi (IIAC).
