Objective
The primary objective of this EOI is to empanel proficient training partners to deliver short-term skill development training to the youth of Karnataka. Special preference is given to training Yuvanidhi beneficiaries, with the overarching goal of increasing their employability and facilitating sustainable livelihood opportunities.

EMD & Tender Fees
This EOI does not specify an Earnest Money Deposit (EMD). However, selected Training Providers must pay an accreditation fee of INR 50,000, plus INR 10,000 per job role. Existing accredited providers under KSDC with active status are exempt from this fee.

Scope of Work
The empanelled VTPs will be responsible for:
- Registering on the Kaushalkar portal under the CMKKY Scheme.
- Mobilizing and selecting candidates, with preference to Yuvanidhi beneficiaries.
- Providing high-quality training infrastructure and equipment as per CMKKY guidelines.
- Employing certified trainers with valid Training of Trainers (ToT) certification.
- Ensuring training aligns with National Skills Qualification Framework (NSQF) and specific job roles.
- Achieving a minimum placement of 70% of certified candidates in relevant industries.
- Maintaining biometric attendance and integrating CCTV systems as per KSDC specifications.
- Conducting assessment, certification, and post-placement tracking as per guidelines.
Eligibility Criteria for Training Partners
Applicants must be registered legal entities (Proprietorship, Partnership, Company, LLP, Society, Trust, or NGO). Key eligibility requirements include:
- Financial Criteria: Average annual turnover of at least INR 5 lakh for the last three financial years (2022-23 to 2024-25).
- Trainer Availability: Active ToT certificates from Sector Skill Councils for proposed job roles.
- Infrastructure: Adequate training centers with necessary facilities (submitted via Annexure 6 with geo-tagged photos).
- Experience: Minimum of three work orders in the past five years (not applicable for new providers).
- Documentation: Submission of all required annexures, including a Letter of Intent from employers, self-declaration of non-blacklisting, and past experience proofs.
Selection & Empanelment Procedure
- Proposals will be evaluated based on compliance with eligibility criteria and documentation.
- KSDC reserves the right to accept or reject any proposal without assigning reasons.
- Shortlisted providers will undergo accreditation as per CMKKY guidelines.
- Empanelment is valid for one year, subject to performance and adherence to terms.
- Existing providers can propose training in up to 5 districts; new providers are limited to 2 districts.

Eligible Beneficiaries
- Karnataka domicile candidates.
- Preference given to Yuvanidhi beneficiaries.
- Must possess Aadhaar card and Aadhaar-linked bank account.
- Must meet qualification criteria as per Sector Skill Councils.
- Candidates must not have previously undergone training under CMKKY or PMKVY schemes.
- Selection must adhere to category-based reservation norms.
Total Target & Job Roles
The total number of trainees and specific job roles will be determined by KSDC based on industry demand and the proposals submitted. Applicants must propose job roles aligned with NSQF norms, specifying QP codes, NSQF levels, and tentative targets in Annexure 2. Training should focus on industry-relevant skills to enhance placement opportunities.
Duration & Funding
- The empanelment period is one year, subject to extension or termination based on performance.
- Funding and cost norms will follow the Common Cost Norms Notification issued by the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India.
Payment Conditions
Payments to Training Providers will be released in two installments:
- 50% upon successful assessment and certification of candidates.
- 50% upon placement of at least 70% of certified candidates, with proof of at least three months of employment as per CMKKY guidelines.
