Introduction
The State Education Mission Authority of Samagra Shiksha, Meghalaya, Shillong, has issued an Expression of Interest (EOI) for engaging a competent agency to deliver structured Hands-On Skills Training Programs in selected Government Schools across Meghalaya. This initiative is part of the integrated Samagra Shiksha scheme, aiming to bridge the gap between theoretical knowledge and practical application by providing experiential, skill-oriented learning to students.
Objective
The primary objective is to enhance students’ exposure to activity-based vocational and experiential learning within their school environment. The program aims to:
- Strengthen foundational, technical, and life skills.
- Foster problem-solving abilities, creativity, and collaboration.
- Inspire students towards applied learning and future career pathways.
- Ensure equitable access to quality skill training across Meghalaya’s diverse geography.
Key Dates
- EOI Notification Date: 9th January 2026.
- Bid Submission Deadline: 10-Feb-2026 04:00 PM
- Proposal Validity: 180 days from the bid end date.
- Implementation Start: Within 45 days of receiving the Work Order.
EMD (Earnest Money Deposit) & Tender Fees
- EOI Document Fee: ₹10,000 (Rupees Ten Thousand) via Demand Draft in favor of “THE STATE PROJECT DIRECTOR, SEMMAM, MEGHALAYA”, payable at Shillong.
- EMD Amount: ₹10,00,000 (Rupees Ten Lakhs) via Demand Draft valid for 90 days from submission, in favor of the same.
- Note: No exemptions are provided for any category of bidders.
Scope of Work
The selected agency will design and deliver one-time, school-level Hands-On Skills Training programs. The scope includes:
- Planning and executing training in identified government schools.
- Covering 12 key sectors with specific job roles (detailed below).
- Conducting practical, activity-based sessions using classroom-friendly methodologies.
- Deploying qualified trainers and coordinating with school authorities.
- Ensuring safety, inclusivity, and submitting post-training reports.
Eligibility of Training Partners
The bidder must be an Indian Registered Company/Partnership/Proprietorship firm existing for over 3 years and must meet ALL minimum criteria:
- Valid registration (GST, PAN, Trade License).
- Relevant Experience: At least 1 work order in the last 3 FYs (22-23 to 24-25) for hands-on skill training in Govt. Schools of Meghalaya awarded by Govt./PSUs.
- Scale Experience: A single work order for training in minimum 200 schools and minimum 2,500 students in Meghalaya in the last 3 FYs.
- Financial Capacity: Average Annual Turnover of minimum ₹2.5 Crores in the last 3 FYs.
- Local Presence: An operational office in Meghalaya.
- Self-Declaration: Notarized declaration of not being blacklisted.
- Consortium/JV bidding is NOT allowed.
Selection Criteria
Technical evaluation (100 marks) will follow eligibility screening. Bidders must score a minimum of 75 marks (75%) to be shortlisted.
- Financial Strength (Avg. Turnover): Up to 15 marks.
- Scale of Past Work (No. of Schools/Students): Up to 30 marks.
- Number of Relevant Work Orders: Up to 15 marks.
- Physical Presentation: 40 marks (covering past experience, concept note, and action plan).
Empanelment Procedure
- Bidders scoring ≥75% in technical evaluation will be considered qualified.
- The Evaluation Committee reserves the right to:
- Empanel one or more qualified bidders.
- Allocate, vary, reduce, or redistribute the scope of work among them.
- The final decision on empanelment and work allocation rests solely with Samagra Shiksha, Meghalaya.

- Total Target: The training covers multiple sectors and job roles, aiming for wide reach. Specific quantifiable targets will be as per the work order.

Duration
- Contract Period: 3 years from the date of award, subject to curtailment/termination by the authority.
- Implementation Timeline: The agency must start and complete all implementation activities (trainer appointment, scheduling, training delivery, etc.) for each school within 45 days of receiving the Work Order.
Funding & Payment Conditions
- The project is funded by the Ministry of Education, Government of India, and Samagra Shiksha, Meghalaya.
- Payment will be processed upon submission of duly supported documents confirming satisfactory implementation from the concerned schools.
Mode of Submission & Address
- Mode: Physical submission in a sealed envelope.
- Address: Office of the State Project Director, Samagra Shiksha, Meghalaya, Shillong.
- All documents must be attested. Incomplete or improperly sealed submissions are liable for rejection.
Other Key Terms & Conditions
- Amendment: Samagra Shiksha reserves the right to modify the EOI through addenda.
- Disqualification: Can occur due to false representations, poor past performance, or incomplete documentation.
- Termination: Contract may be terminated with one month’s notice for default by the agency.
- Disputes & Governing Law: Governed by Indian laws. Courts in Shillong, Meghalaya, will have exclusive jurisdiction.
- Force Majeure: Provisions for relaxation of penalties in defined exceptional circumstances.
