Objective of the Empanelment Process

The primary objectives of this EOI for Skill Development Training are:

  • To empanel competent Project Implementing Agencies (PIAs) capable of delivering high-quality, NSQF-aligned, industry-relevant skill training.
  • To foster skilling initiatives across the state, linking training directly to employment outcomes (wage or self-employment).
  • To create a pool of pre-qualified agencies for efficient allocation of training targets under the state-sponsored ELSTP scheme.

Key Dates & Submission Window

  • EOI Notice No.: UKSDS/EOI/01/2025-26
  • Dated: October 2025
  • Submission Window: Proposals will be accepted throughout FY 2025-26 until a closure notification is issued.
  • Monthly Submission Cycle:
    • Online Application: Must be submitted via the linked form at https://uksds.uk.gov.in between the 1st and 15th of each month.
    • Hard Copy Submission: The complete proposal must be delivered to the UKSDS office between the 16th and 30th of the same month (10:00 AM to 05:00 PM, excluding Sundays & holidays).
  • Proposal Validity Period: 180 days from submission.

EMD & Tender Fees

The provided EOI document does not mention any requirement for Earnest Money Deposit (EMD) or a Tender Fee for submission of the proposal.

Scope of Work for Empaneled PIAs

The scope under this skill RFP includes:

  • Mobilization & Counseling: Identifying and counseling eligible youth (linked to Aadhaar).
  • Training Delivery: Conducting physical, NSQF-aligned training (residential/non-residential) in dedicated, approved centers. Batch size: 10-30 trainees.
  • Infrastructure: Maintaining training centers with prescribed infrastructure, AEBAS, CCTV, and face recognition systems.
  • Trainers: Employing SSC-certified Trainers (ToT) with relevant experience.
  • Assessment & Certification: Ensuring trainees are assessed and certified by Sector Skill Councils (SSCs) or other approved agencies.
  • Placement: Securing placements for a minimum of 70% of successfully certified candidates, with proof of employment (appointment letters, salary slips, etc.).
  • Post-Placement Tracking: Providing candidate details and supporting UKSDS in tracking placements for six months.

Eligibility Criteria for Training Partners

Applicants must fall into one of four categories, each with specific eligibility criteria:

1. Government Educational Institutions / PSUs:

  • Legal entity in India; Min. 1-year existence.
  • Min. 2 years experience in NSQF-aligned skill training under Govt. projects.
  • Trained min. 200 candidates, placed min. 100 (50%) in last 3 years.
  • Avg. annual turnover ₹1 Crore (exempt for non-revenue generating govt. bodies).
  • Experience in Hill Areas preferred.

2. Private Educational Institutions/Companies/Firms (Revised per Addendum):

  • Registered legal entity in India; Min. 3-year existence.
  • Min. 3 years experience in NSQF-aligned skill training under Govt. projects.
  • Trained min. 500 candidates (reduced from 1000), placed min. 250 (50%) in last 3 years.
  • Avg. annual turnover min. ₹50 Lacs.
  • Valid GST & PAN; Experience in Hill Areas preferred.

3. Industry Association/Industry Partner/MSME:

  • Similar to Private Institutions with specific turnover/membership criteria for associations.

4. Captive Employers:

  • Organizations providing employment within their own setup.
  • Min. 3-year existence; Min. 3 years relevant experience.
  • Trained min. 300 candidates, placed min. 210 (70%) in last 3 years.
  • Avg. annual turnover min. ₹1 Crore for Industry/MSME.

General Disqualification: Blacklisted, suspended, or terminated agencies are ineligible. Consortium/JVs are not allowed.

Selection & Technical Evaluation Criteria (Revised)

Shortlisted applicants undergo technical evaluation (max 100 marks). Minimum 70 marks required for empanelment.

Key Revisions for Private Training Partners (per Addendum):

  1. Training Volume (A.1.a): Minimum threshold reduced. Marks allocation revised:
    • 5000 & above: 20 marks (increased from 15)
    • 3000-4999: 15 marks (increased from 10)
    • 1000-2999: 10 marks (increased from 5)
    • 500-999: 5 marks (NEW CATEGORY)
  2. Placement (A.1.d): Marks allocation revised upwards:
    • 90% & above: 20 marks (increased from 15)
    • 70-89%: 15 marks (increased from 10)
    • 50-69%: 10 marks (increased from 5)
  3. Special Category Training (A.1.c): The criterion awarding marks for training special categories (PwDs, women, etc.) has been removed. Marks have been reallocated to criteria (a) and (d) above.
  4. Minimum Placement Tie-up: Reduced from 70% to 50% for proposal evaluation.

Empanelment Procedure

  1. Desk Verification: Against pre-qualification (eligibility) criteria.
  2. Technical Evaluation: By UKSDS committee based on revised criteria.
  3. Presentation: Shortlisted applicants may be called to present.
  4. Approval & Onboarding: By competent authority, followed by LoR/Work Order and MoU signing.
  5. Note: Empanelment does not guarantee work allotment. It enables the agency to be considered for target allocation based on need, performance, and strategy.

Total Target & Job Roles/Focus Areas

  • Target Allocation: 60% for wage employment, 30% for self-employment, 10% for RPL.
  • Sectors: Training can be proposed across 36 sectors including IT-ITES, Tourism & Hospitality, Retail, Healthcare, Construction, Green Jobs, Automotive, etc., as listed in the EOI.
  • Job Roles: Must be NSQF-aligned from relevant Sector Skill Councils. QPs/Job roles in emerging technologies and new-age skills are preferred.

Training Duration & Funding/Payment Conditions

  • Duration: Short-term skill training as per the specific NSQF course curriculum.
  • Funding: Training cost as per Common Cost Norms of MSDE and UKSDS guidelines effective at the time of agreement.
  • Payment Milestones:
    • 1st Tranche (50%): Released after training completion and successful candidate certification.
    • 2nd Tranche (50%): Released after minimum 70% placement and successful 3-month (90-day) post-placement tracking.
  • Penalty for Under-Performance: For placement below 70% of certified candidates, financial penalties apply (5% of order value for 51-69% placement; 2% + cancellation for <50%).

Other Important Terms & Conditions

  • EOI Document: Available for free download from the UKSDS website. Amendments will be posted online.
  • Conflict of Interest: PIAs must not have any conflict; disqualification if found.
