Introduction

The Uttarakhand Skill Development Society (UKSDS) has issued an Expression of Interest (EOI) for the empanelment of Training Providers to conduct Recognition of Prior Learning (RPL) training programs under the Employment Linked Skill Training Programme (ELSTP) for the financial year 2025-26. This initiative aims to certify and upskill the state’s youth, enhancing employability and aligning training with industry demands. The EOI is open to government departments, autonomous institutions, industry partners, and sector skill councils.

Objective

The primary objective is to empanel competent Project Implementation Agencies (PIAs) to deliver RPL training in priority sectors, ensuring quality skill development and certification for experienced individuals. This supports Uttarakhand’s goal of creating a skilled workforce and promoting economic growth through demand-driven training interventions.

EMD & Tender Fees

No Earnest Money Deposit (EMD) or tender fee is mentioned in the EOI document. However, applicants are responsible for all costs related to proposal preparation and submission.

Scope of Work

  • Mobilize and register candidates as per PMKVY RPL guidelines.
  • Conduct RPL orientation training (30–60 hours).
  • Arrange assessments and certification through relevant Sector Skill Councils (SSCs).
  • Provide necessary training equipment and infrastructure.
  • Submit training documents and certificates to UKSDS for verification.
  • Ensure timely registration and reporting of candidate details.

Eligibility of Training Partners

  1. Minimum Experience: At least 1 year in RPL/skill development projects approved by Government of India/State Government.
  2. Financial Capability: Average annual turnover of ₹25 lakh or more from skilling activities in the last three consecutive financial years (2022-23 to 2024-25) and positive net worth.
  3. Legal Compliance: Valid registration and necessary approvals/licenses.
  4. No Blacklisting: Must not be debarred by any government/PSU/donor agency.

Selection Criteria

Proposals will be evaluated based on:

  • Technical Capability (100 Marks):
    • Domain expertise (5 marks)
    • Number of Trainers (ToTs) available (15 marks)
    • Financial capability (15 marks)
    • Past experience with government projects (15 marks)
    • Training infrastructure and venue (25 marks)
    • Candidate training and certification record (15 marks)
    • Experience in Uttarakhand (10 marks)
  • Document Verification: Audited financial statements, experience certificates, registration documents, and declarations.

Empanelment Procedure

  1. Submit a hard copy of the proposal in a sealed envelope to the UKSDS office.
  2. Proposals undergo desk verification and technical evaluation by the UKSDS Technical Evaluation Committee.
  3. Shortlisted applicants may be called for a presentation.
  4. Final selection and work order issuance by the competent authority.

Eligible Beneficiaries

  • Residents of Uttarakhand aged 18–59 years.
  • Prior work experience in the relevant job role.
  • Must possess an Aadhaar card.
  • Candidates above 59 years require prior approval from UKSDS.

Total Target to be Trained

Targets are allocated based on district-wise and job-role-wise requirements. Final allocation is at the discretion of UKSDS.

Priority sectors include:

  • Circular Economy: Plastic Waste Segregator, E-Waste Management, etc.
  • Eco Tourism & Wildlife: Nature Conservator, Apiculturist, Naturalist.
  • Tourism & Hospitality: Home Stay Host, House Keeper.
  • Other Sectors: Construction, Plumbing, Healthcare, Logistics, etc.

Duration

Empanelment is initially for one year, extendable based on performance and approval.

Funding & Payment Conditions

  • Training costs as per PMKVY 4.0 guidelines and UKSDS SOPs.
  • Payments linked to candidate certification and compliance with RPL guidelines.
  • No advance payment; payout after successful completion and verification.
