The Gujarat Skill Development Mission (GSDM), operating under the ambit of the Government of Gujarat, has issued an Expression of Interest (EOI) for the empanelment of reputed organizations under the Mukhyamantri Bhavishyalakshi Kaushalya Vikas Yojana (MBKVY). The MBKVY scheme focuses on New Age industry demand-based short-term courses that align with sectoral workforce needs. GSDM aims to expand its network of training partners by leveraging existing infrastructure of ITIs, educational institutions (both Government and Private), skill development centers, and industry establishments. The objective is to provide state-of-the-art training facilities and practical exposure to candidates using the latest technology.
This EOI for Skill Development Training is part of a broader strategy to promote employability, entrepreneurship, and industry-readiness among the youth. The scheme prioritizes sectors such as Semiconductor, Green Jobs, Tourism & Hospitality, Logistics, and Sports in view of upcoming national and international events including the Commonwealth Games.
GSDM invites proposals from eligible and experienced organizations for empanelment, establishment of training infrastructure, and delivery of skill development programmes under MBKVY. 2. OBJECTIVE
The primary objectives of this EOI are as follows:
- To empanel qualified and capable Training Partners (TPs) and Skill Development Centers (SDCs) for implementation of MBKVY across Gujarat.
- To promote New Age industry demand-based short-term courses that are aligned with emerging economic sectors.
- To enhance the employability of youth through industry-relevant training, On-the-Job Training (OJT), certification, and placement support.
- To leverage existing infrastructure of government and private institutions for scalable skill development.
- To ensure quality training delivery through adherence to NSQF norms, use of technology, and robust monitoring mechanisms.
- To prioritize sectors with high growth potential and employment generation capacity.
This skill RFP aims to create a sustainable ecosystem for vocational training that bridges the gap between industry demand and skilled workforce supply.

4. EMD / SECURITY DEPOSIT (PERFORMANCE BANK GUARANTEE)
- Performance Bank Guarantee (PBG): 5% of the total value of the Letter of Intent (LoI).
- Submission Timeline: Within 30 days from the date of issuance of LoI.
- Forfeiture Conditions: PBG shall be confiscated in cases of:
- Fake or mass enrolments
- Non-existent training center
- Unauthorized enrolment of ITI students
- Training center closed during surprise inspection
- Less than 50% trainee attendance without justification
- Absence of ToT certified trainers
- Non-functional or missing CCTV/DVR systems
5. TENDER FEE / PROPOSAL PROCESSING FEE
- Non-refundable Proposal Processing Fee: ₹5,000/- (Rupees Five Thousand only) per application.
- Mode of Payment: Demand Draft drawn in favor of “Gujarat Skill Development Society” payable at any scheduled commercial bank.
- Submission Requirement: The DD must be placed in a separate envelope labeled “Cover B: Demand Draft” along with the covering letter.
- Rejection Criteria: Proposals unaccompanied by the processing fee shall be summarily rejected.
- Multiple Applications: A separate processing fee is applicable for each sector-specific application.
6. SCOPE OF WORK
The empanelled training partners shall be responsible for the following:
- Establishment of Skill Development Centers (SDCs) with adequate infrastructure, equipment, tools, and trainers as per course requirements.
- Mobilization and Counselling of eligible youth for enrolment in MBKVY courses.
- Training Delivery as per GSDM guidelines, using NSQF-aligned or GCVT/KSU curricula.
- On-the-Job Training (OJT): Minimum one MoU per training center with industry/hospital/company etc. for OJT placement.
- Attendance Management: Mandatory use of Aadhaar-enabled biometric attendance system for daily In/Out tracking.
- Assessment and Certification: Through concerned Sector Skill Councils (SSCs), GCVT, or KSU. Assessment fees to be borne by GSDM directly.
- Placement Support: Ensure continuous employment for a minimum of 3 months for at least 70% of trained candidates.
- Post-Placement Tracking: Tracking of placed youth for 6 months from training completion.
- Compliance and Monitoring:
- Installation of CCTV cameras and DVR with 90-day HD recording.
- Linkage of CCTV with GSDM command center.
- High-speed internet (minimum 30 MBPS).
- Power backup arrangement.
- Reporting and Documentation: Submission of training data, attendance records, CCTV footage, and other documents as required by GSDM.
7. ELIGIBILITY CRITERIA FOR TRAINING PARTNERS
A. Type of Entities Eligible:
- Hospitals, Industries, Organizations, Proprietorships, Partnership Firms, Private/Public Limited Companies, Societies, Trusts, Associations working in the relevant sector.
- Government institutions and Government-promoted entities.
- Universities, Higher Educational Institutes (Technical/Professional) with affiliation/recognition from relevant board or council.
B. Mandatory Eligibility Conditions:

Exemption: Government institutions and Government-promoted entities are exempted from all eligibility criteria.
8. SELECTION CRITERIA
The evaluation of proposals shall be carried out through a two-stage process:
Stage 1: Desk Appraisal
- Verification of eligibility criteria.
- Completeness of application and supporting documents.
- Compliance with EOI terms and conditions.
Stage 2: Evaluation of Proposals
- Assessment of technical capacity, infrastructure readiness, and past performance.
- Review of OJT MoUs and industry linkages.
- Readiness for surprise physical inspection.

- Green Jobs
- Tourism & Hospitality
- Logistics
- Sports (in view of Commonwealth Games)
Note: GSDM reserves the sole discretion to accept or reject any proposal without assigning any reason.
9. EMPANELMENT PROCEDURE
- Online Application: Submit detailed proposal on GSDM portal.
- Hard Copy Submission: Print of online application with all documents in spiral binding to be sent in “Cover A: Application for MBKVY”.
- Demand Draft Submission: In separate “Cover B: Demand Draft”.
- Proposal Processing: Desk appraisal → Evaluation → Sanction Order → Agreement Signing.
- Issuance of Letter of Intent (LoI): Allocation of target and training centers.
- Performance Bank Guarantee: 5% PBG submission within 30 days of LoI.
- Empanelment Validity: 1 year from date of agreement, extendable at GSDM discretion.
Important:
- One application = One sector only.
- Multiple sectors require separate applications.
- Change of training center location or job role not permitted post-submission.
10. ELIGIBLE BENEFICIARIES
- Unemployed youth of Gujarat seeking skill upgradation.
- Candidates meeting the entry qualification criteria specified for each job role.
- ITI students may enrol only with prior written permission from the respective ITI Principal.
- Candidates must maintain minimum 70% attendance to remain eligible for training and payment claims.
11. TOTAL TARGET TO BE TRAINED
The total number of candidates to be trained under MBKVY shall be decided by GSDM on a per-training partner and per-job role basis. Allocation of targets will be communicated through the Letter of Intent (LoI). Each Skill Development Center must have a minimum training capacity of 100 youth per year.

- Both NSQF-aligned and Non-aligned courses (as per KSU/GCVT norms) are covered.
13. DURATION OF PROJECT
- Initial Empanelment Period: 1 year from the date of signing of Agreement.
- Extension: Subject to the sole discretion of GSDM based on performance and scheme requirements.
14. FUNDING AND PAYMENT CONDITIONS
A. Funding Pattern:
- As per Common Cost Norms for NSQF-aligned courses.
- As per KSU/GCVT norms for Non-aligned courses (as amended).

17. OTHER TERMS AND CONDITIONS
- GSDM Rights: Reserves the right to amend courses, guidelines, payment norms, and penalty provisions at any time without prior notice.
- Binding Decision: All decisions of GSDM regarding selection, target allocation, and dispute resolution shall be final and binding.
- No Challenge: Applicants waive the right to challenge rejection or disqualification decisions.
- Single Sector Restriction: One application per sector only. Multi-sector applications will be rejected.
- Post-Submission Changes: No change in training center location or job role is permitted after submission.
- Trainer Continuity: Trainers cannot be changed without prior written permission from GSDM.
- Aadhaar Biometric: Mandatory for daily attendance; non-compliance leads to payment rejection.
- CCTV Mandate: All classrooms/labs must have CCTV with 90-day HD recording; cameras linked to GSDM.
- Internet & Power: Minimum 30 MBPS internet; generator/power backup mandatory.
- Placement Commitment: Minimum 70% trainees to be employed for at least 3 months.
- Tracking: 6-month post-placement tracking mandatory.
- Language Proficiency: Training partners must have working knowledge of Gujarati for local communication.
