1. Introduction & Background

The Tamil Nadu Dr. M.G.R. Medical University (TNMGRMU), Chennai, a premier state university established under Act No.37 of 1987, has released an Expression of Interest (EOI)/E-Tender. This initiative aims to empanel a skilled training partner to design and deliver a comprehensive Medical Soft Skills Training Course for its undergraduate (UG) medical students. 2. Objective

The primary objective is to provide uniform, high-quality soft skills training to all UG medical students across Tamil Nadu. The program aims to enhance competencies in:

  • Professionalism, Ethics, and Moral Reasoning
  • Interpersonal and Communication Skills
  • Patient Care and Empathy
  • Teamwork, Leadership, and Conflict Resolution
  • Practice-Based Learning and Improvement
  • System-Based Practice

The goal is to improve patient satisfaction, reduce medical errors, and ensure better healthcare outcomes.

4. Earnest Money Deposit (EMD)

  • EMD Amount: ₹200,000/- (Rupees Two Lakhs Only).
  • Mode of Payment: Online payment only through the Tamil Nadu e-Tender portal (https://tntenders.gov.in). Bank guarantees or other modes are not accepted.
  • Exemption: MSME/NSIC/SSI registered firms are exempt from EMD (must submit valid certificate).
  • Forfeiture: EMD will be forfeited if a bidder withdraws after the technical bid opening or if the successful bidder fails to accept the work order or submit the security deposit.

5. Tender Fees

6. Scope of Work (SoW)

The selected service provider will be responsible for:

  • Course Design: Developing two courses: a Basic Medical Soft Skills Course and an Advanced Medical Soft Skills Course.
  • Delivery: Conducting training at approximately 15 nodal centers across Tamil Nadu (same centers used for ALS/BLS training for PG students).
  • Scale: Training a minimum of 500 students per nodal centre per year (one-day program).
  • Training Manuals: Preparing and distributing comprehensive course manuals to all participants.
  • Faculty: Providing qualified faculty. All costs related to faculty (TA/DA, remuneration, accommodation) will be borne by the service provider.
  • Materials & Certification: Providing all course materials and internationally accredited certificates.
  • Platform: Maintaining an established online platform dedicated to medical soft skills training.
  • 50% Subsidy: The University will offer 50% financial assistance on the course fee for students.

7. Eligibility Criteria for Training Partners

Bidders must meet the following stringent criteria:

  • Registration: Must be a registered entity under the Companies Act or similar Indian laws.
  • International Recognition: Must offer courses recognized by distinguished international professional bodies.
  • Experience: Minimum 3 years of experience in providing medical soft skills training to reputed Universities/Government/PSUs.
  • Proven Track Record: Must have delivered at least 3 soft skill training programs in the last two years, both locally and internationally.
  • Financial Turnover: Minimum average annual turnover of ₹2.4 Crores for the last three financial years (2021-22 to 2023-24) from similar services.
  • Running Contracts: Must have at least one ongoing contract of a similar nature.
  • Trainer Qualifications: Trainers must possess medical, academic, or management qualifications with clinical and educational experience in local and international healthcare systems.
  • Online Platform: Must have an exclusive online platform for medical soft skills training, operational for at least 2 years.
  • Statutory Compliance: Must be registered under GST, Income Tax, EPF, ESI, and other applicable acts.
  • No Blacklisting: Must not be blacklisted by any government agency.

8. Selection Criteria

The selection will be a two-bid system (Technical and Financial).

  • Technical Evaluation: Bids will be evaluated based on the eligibility criteria and technical compliance. Only technically qualified bidders will proceed to the financial bid opening.
  • Financial Evaluation: The contract will be awarded to the lowest financially qualified bidder (L1).
  • Tie-Breaker: In case of a tie in the lowest price, the winner will be selected based on: (i) Highest average annual turnover, (ii) Greater experience in similar services, (iii) Higher value of similar works executed.

9. Empanelment Procedure

  1. Download Tender: Bidders must download the tender document from the Tamil Nadu e-Tender portal (https://tntenders.gov.in).
  2. Submit Bids Online: Submit both Technical and Financial bids online via the portal using a valid Digital Signature Certificate (DSC).
  3. Pay EMD: Pay the EMD online through the portal.
  4. Technical Bid Opening: Technical bids will be opened on 30.09.2025.
  5. Financial Bid Opening: Financial bids of only technically qualified bidders will be opened later.
  6. Award of Contract: The L1 bidder will be issued a work order and must sign an agreement within 15 days.

10. Eligible Beneficiaries

Undergraduate Medical Students (MBBS) of the Tamil Nadu Dr. M.G.R. Medical University, spanning 59 institutions with approximately 8,700 candidates.

11. Total Target to be Trained

The number of candidates can vary yearly due to new institutions or seat increases. The initial estimate is based on 500 students per nodal centre per year across ~15 centres.

13. Duration

  • Course Duration: Each course (Basic & Advanced) is a one-day training program.
  • Contract Period: The initial contract is for one year, extendable by another year based on satisfactory performance.

14. Funding and Payment Conditions

  • Estimated Tender Value: ₹2,48,60,000/- (Rupees Two Crores Forty-Eight Lakhs Sixty Thousand Only).
  • Payment Terms: The service provider must submit bills in triplicate. GST and other statutory taxes will be deducted as applicable. Payment will be released upon satisfactory completion of work and submission of all statutory payment proofs.
  • Security Deposit (SD): The successful bidder must submit a Security Deposit of 5% of the work order value within 15 days of work order acceptance.

15. Mode of Submission

  • Submission Mode: Online Only via the Tamil Nadu Government e-Tender Portal: https://tntenders.gov.in.
  • Mandatory Requirement: Bidders must possess a valid Digital Signature Certificate (DSC) to submit bids. Physical or email submissions will not be accepted.

17. Other Important Terms & Conditions

  • Validity: Offers must remain valid for 90 days from the date of tender opening.
  • Subletting: Subletting any part of the work is strictly prohibited without the University’s written consent.
  • Liquidated Damages: LD @ 10% per day of delay, subject to a max of 10% of the contract value, may be imposed for non-performance.
  • Termination: The University reserves the right to terminate the contract with 30-60 days’ notice for unsatisfactory performance or any other reason.
  • Confidentiality: The bidder must maintain strict confidentiality of all University-related information.
  • Blacklisting: Providing false information or failing to execute the work can lead to blacklisting and forfeiture of all deposits.
  • Governing Law: The contract shall be governed by the laws of India, with arbitration venue in Chennai.
