1. Introduction

The Corporate Social Responsibility Authority of Assam (CSRAA), under the administrative control of the Industries, Commerce & Public Enterprise Department, Government of Assam, invites Expression of Interest (EOI) for the empanelment of agencies/organizations/NGOs/trusts/societies to implement CSR projects across Assam. The aim is to create a platform for sustainable social and environmental development in collaboration with corporates and government entities.

2. Objective

  • To empanel competent agencies for effective implementation of CSR projects aligned with the thematic areas of the Assam CSR Policy 2019.
  • To promote sustainable development by partnering with experienced and credible organizations in the field of social welfare and environmental initiatives.

4. EMD (Earnest Money Deposit)

6. Scope of Work

  • Implement CSR projects across one or more of Assam’s 35 districts.
  • Work must align with the Detailed Project Report (DPR) of the sponsoring agency (State Govt, CPSUs, or Corporate Houses).
  • Provide professional, objective, and impartial services prioritizing the sponsoring agency’s interests.
  • Adhere to CSRAA’s ethical standards, procedures, and conflict of interest norms.
  • Maintain transparency and high professional standards while executing projects.

7. Eligibility Criteria for Training Partners (Implementing Agencies)

  • Registered NGO/Charitable Trust/Society in India.
  • Possess NGO Darpan ID (NITI Aayog registration).
  • Minimum financial and project experience:
    • Audited financials for the last 3 years (if existing over 3 years) or for at least 1 year (if new).
  • Mandatory documents:
    • CSR Form 1, PAN Card, Registration Certificate, renewed 80G and 12A Certificates, MoA/Trust Deed, bank account proof, canceled cheque, and vendor agreements.
  • Past experience in CSR project implementation, preferably in Assam.
  • Must not be blacklisted or involved in corrupt practices (self-declaration on ₹10 non-judicial stamp paper required).

9. Eligible Beneficiaries

The CSR projects will cater to:

  • Education sector beneficiaries
  • Healthcare services recipients
  • Environment and forest conservation groups
  • Women, children, disabled individuals, and underprivileged sections
  • Preservation of folk arts, crafts, and heritage

10. Job Roles / Courses / Focus Areas

Focus areas include, but are not limited to:

  • Education
  • Healthcare
  • Sanitation (Swachh Assam initiatives)
  • Skill, Livelihood & Entrepreneurship Development
  • Sports & Youth Welfare
  • Water Supply
  • Preservation of Folk Arts, Crafts, and Local Heritage
  • Environmental Protection and Forest Conservation
  • Projects supporting underprivileged and vulnerable groups

11. Duration of Empanelment

  • Initially for 2 years.
  • Renewable based on satisfactory performance.

12. Payment Conditions

  • Payment terms and schedule will be defined separately for each project based on approved project norms.
  • Payments will be made as per agreements signed at the project assignment stage.

15. Other Terms and Conditions

  • CSRAA reserves the right to amend/cancel the EOI or relax any condition without prior notice.
  • Projects are time-bound and must comply with strict deadlines.
  • Disputes, if any, will fall under the jurisdiction of the courts at Guwahati.
  • Agencies must strictly follow CSRAA’s guidelines and updates published on the official website: https://www.aidcltd.com/
  • Force Majeure clause applies.
  • Agencies must ensure impartiality, ethical practices, and no conflict of interest while working.
