1. Introduction

The Food Safety and Standards Authority of India (FSSAI) intends to engage FoSTaC-empaneled training partners for conducting Food Safety Training and Certification (FoSTaC) programs. These programs aim to create a pool of Food Safety Supervisors (FSS) trained in hygiene and manufacturing practices, as per the Food Safety and Standards Licensing and Registration Regulations, 2011.

2. Objective

The key objective is to provide structured food safety training in the Nashik region to enhance awareness and build capacity among food business operators (FBOs). The aim is to train 11,000 food handlers in districts under the Nashik geographical region within one year.

4. Earnest Money Deposit (EMD) and Tender Fees

5. Scope of Work

  • Target: Train 11,000 food handlers in the Nashik region over one year.
  • Training Mode: Offline only via FoSTaC portal.
  • Course Type: Basic and Awareness level courses.
  • Duration: Each course will be 4 hours long.
  • Deliverables: Attendance sheets, photos, videos, certificates, and monthly reports.
  • Additional Requirements: Mobilization of trainees, collaboration with local bodies, use of local language, and timely documentation submission.

6. Eligibility of Training Partners

Training Partners must:

  • Be FoSTaC-empaneled by FSSAI.
  • Have an average annual turnover of ₹5 lakhs (2023-24 & 2024-25).
  • Have trained at least 200 food handlers under FoSTaC in 2023-24 & 2024-25.
  • Have experience in conducting food safety training.
  • Have at least one office in the WRO jurisdiction.

7. Selection Criteria

  • Evaluation based on responsiveness to eligibility (technical bid).
  • Financial bids of technically qualified bidders will be evaluated.
  • L1 bidder in the financial evaluation will be awarded the contract.

8. Eligible Beneficiaries

  • Food handlers and supervisors working in licensed or registered food businesses across districts in the Nashik region (Nashik, Dhule, Nandurbar, Jalgaon, Ahmednagar).

9. Job Roles / Courses / Focus Areas

  • Food Safety Supervisor (FSS) roles.
  • Focus on hygiene, manufacturing practices, and compliance with Schedule 4 of the Food Safety and Standards Regulations.

10. Duration

  • The contract is valid for one year, extendable by one more year based on performance.

11. Payment Conditions

  • Payment is made monthly based on successful training completions.
  • Reimbursement based on the number of certificates issued.
  • Required documentation includes attendance sheets, photographs, training videos, and certificates (with FSSAI-WRO as the funding partner).

12. Mode of Submission

  • Bids to be submitted online via GeM portal (https://gem.gov.in).
  • Submission includes separate technical and financial bids.

14. Other Terms and Conditions

  • Subletting is not allowed.
  • Training partners must conduct a minimum of 10% of total trainings per quarter; failure may lead to termination.
  • Penalties apply for non-compliance and breach of SLA.
  • All training must be conducted through certified trainers only.
  • Confidentiality and ethical practices must be upheld.
