1. Introduction:

The Chief District Agriculture Officer (CDAO), Puri, invites Expressions of Interest (EOI) from experienced NGOs for the implementation of the Capacity Building & Skill Development Training Program on Jute & Jute Diversified Products under the scheme IAP Non-Paddy Crops (Jute, Mesta & Sun Hemp) for the year 2024-25. The training will be conducted in Nimapada and Gop blocks of Puri district, aiming to enhance skills and promote value addition in Jute processing.

4. Objectives:

  • To provide skill development training to Women Self-Help Groups (WSHG), Farmer Producer Organizations (FPO), and Agricultural Entrepreneurs.
  • To promote value addition in Jute through diversified product development.
  • To support women empowerment and farmer income enhancement through sustainable jute-based businesses.
  • To create entrepreneurship opportunities in the Jute sector.

5. Scope of Work:

  • Conduct 30-day training programs for groups of 20 trainees each.
  • Equip trainees with Jute processing and diversified product development skills.
  • Provide essential tool kits including scissors, measuring tapes, scales, and other materials.
  • Supply raw materials and study materials for hands-on training.
  • Engage Master Trainers/Resource Persons for training delivery.
  • Offer stipends to trainees for the duration of the training.
  • Organize room rental and transportation for training purposes.
  • Manage reporting, certification, and monitoring of training activities.

6. Eligibility Criteria for Training Partners:

  • Legal Registration: The NGO/WSHG/FPO must be a registered entity.
  • Experience Requirement: At least 2 years of experience in similar training assignments.
  • Previous Work Evidence: Must provide photographs and work orders from past projects.
  • Preferred Certification: NGOs empaneled with the National Jute Board (NJB) will be given preference.

7. Selection Criteria:

  • Experience in Jute Training Programs
  • Availability of Certified Trainers
  • Previous Successful Projects in Skill Development
  • Proposal Compliance with Cost & Operational Guidelines

8. Eligible Beneficiaries:

  • Women Self-Help Groups (WSHG)
  • Farmer Producer Organizations (FPO)
  • Agricultural Entrepreneurs
  • Individuals interested in Jute cultivation, processing, and value addition

10. Duration of Training:

  • 30 days per batch
  • 20 trainees per group

11. Payment Conditions:

  • Funds will be provided to the selected NGO in phases.
  • Advance disbursement for training setup.
  • Stipend of INR 3,000 per trainee per month.
  • Service charges for the implementing agency included.
  • Final settlement upon submission of training completion reports and vouchers.

12. Other Terms & Conditions:

  • Monitoring & Approval: The CDAO/Collector of the district must approve the trainee selection list.
  • Training Implementation: The selected NGO must adhere to the Memorandum of Understanding (MoU) signed with CDAO.
  • Performance Monitoring: CDAO will appoint officers to oversee program execution and report returns.
  • Non-Compliance Penalty: Any deviation from guidelines may lead to disqualification or cancellation of the agreement.
  • Right to Reject: The authority reserves the right to reject any or all EOIs without assigning any reason.
