Dibrugarh University (DU), a premier educational institution in Northeast India, invites Expression of Interest (EOI) and Financial Proposals from reputed Training Providers/Project Implementation Agencies (PIAs) to deliver Employability Enhancement Skill Development Training Programs for its regular on-campus UG/PG students. This initiative aligns with the National Education Policy (NEP) 2020, aiming to equip students with critical skills such as communication, soft skills, entrepreneurship, and technical proficiency to enhance their employability.

2. Objective
The objective of this EOI is to:
- Empanel qualified PIAs to provide skill development training as an additional course outside the regular curriculum.
- Enhance students’ employability and entrepreneurial potential through structured training modules.
- Ensure alignment with NSQF standards and industry requirements.

4. Financial Requirements
- Earnest Money Deposit (EMD): ₹18,00,000 (Non-refundable, to be paid online).
- Cost of Document: ₹5,000 (Non-refundable, to be paid online).
- Performance Guarantee: ₹22.50 lakhs (to be submitted within 21 days of LoA).

5. Scope of Work
The selected PIA will:
- Conduct pre-screening and career counseling for students.
- Set up digital classrooms/labs as per course requirements.
- Deliver 200-hour training in Phase-I (Digital Literacy, Soft Skills, Spoken English) and 400-hour training in Phase-II (sector-specific courses).
- Ensure NSDC-aligned certification and conduct job fairs for placements.
- Maintain compliance with DU’s quality standards and regulatory guidelines.
6. Eligibility Criteria for Training Partners
Applicants must:
- Be a registered NSDC-funded Training Partner (certificate for FY 2024-25 mandatory).
- Have AICTE/UGC recognition for skill development programs.
- Have trained ≥10,000 candidates in NSQF-aligned courses (proof required).
- Completed ≥2 placement-linked projects (payment of final tranche proof needed).
- Founder/Promoter must have experience in skill development or higher education.
- Executed ≥1 government project worth ₹1Cr.
- Annual turnover ≥₹1Cr (average of FY 2022-23 to 2024-25).
- Achieved ≥40% placement in a single project training ≥1,000 candidates.
Note: Consortium/JV bids are not allowed.
7. Selection Criteria (QCBS Method)
- Technical Bid (70% weightage):
- NSDC Partnership (10 marks) | AICTE/UGC Recognition (10 marks) | Past Training Scale (10 marks) | Placement Performance (10 marks) | Financial Turnover (10 marks).
- Minimum qualifying score: 50/100.
- Financial Bid (30% weightage): Lowest quoted cost gets 100% score; others normalized.
Composite Score = (0.70 × Technical Score) + (0.30 × Financial Score).
8. Eligible Beneficiaries
- 5,171 regular UG/PG students from 36 departments (e.g., Commerce, Engineering, Pharmacy, Humanities).
- Example Job Roles:
- Management: Office Executive, Career Counselor.
- IT/Electronics: IoT Developer, Cloud Computing.
- Life Sciences: Clinical Research Associate.
- Retail: Departmental Manager.
9. Duration & Phases
- Phase-I (200 hrs): Digital Literacy (80 hrs), Soft Skills (30 hrs), Spoken English (60 hrs).
- Phase-II (400 hrs): Sector-specific courses (e.g., Business Support Practitioner for B.Com students).
- Phase-III: Assessments, NSDC certification, and placement drives.

12. Other Terms & Conditions
- DU reserves the right to amend/cancel the EOI without notice.
- Bidders must attend the pre-bid meeting for clarifications.
- Blacklisted/debarred entities are ineligible.
- Performance Security must be valid for 60 days post-contract completion.
- Appeals may be filed under Assam Public Procurement Act, 2017.
