1. Introduction

Bihar Rural Livelihoods Promotion Society (BRLPS), also known as JEEVIKA, invites proposals from eligible Project Implementing Agencies (PIAs) under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0 to provide skill training and employment opportunities for rural poor youth in Bihar. The initiative aims to enhance livelihoods through structured skill development programs aligned with market demands.

2. Objectives

  • Provide industry-relevant skill training to rural youth.
  • Ensure placement in formal jobs or support self-employment.
  • Align training programs with emerging sectors for sustainable employment.
  • Achieve 100% placement for trained candidates by 31st December 2025.

4. Earnest Money Deposit (EMD) & Tender Fees

  • Application Fee: ₹25,000 (non-refundable).
  • Payment Mode: RTGS to NIRDPR DDU-GKY (Account No. 62431332037, SBI, IFSC: SBIN0020965).

5. Scope of Work

The selected PIA will:

  • Conduct skill training programs in sectors like agriculture, healthcare, construction, etc.
  • Ensure minimum 70% placement of trained candidates.
  • Provide post-placement support (career counseling, migration assistance).
  • Submit monthly progress reports to BRLPS.

6. Eligibility Criteria for Training Partners

  • Registration: Must hold a valid PRN No. under DDU-GKY 2.0.
  • Experience: Prior experience in skill development programs.
  • Financial Capability: Ability to manage project costs.
  • Infrastructure: Training centers with necessary equipment.

7. Selection Criteria

  • Technical Proposal:
    • Relevance of training modules.
    • Past performance in placement-linked training.
  • Financial Proposal: Cost-effectiveness of the project.
  • Final Selection: Based on composite scoring of technical and financial bids.

8. Empanelment Procedure

  1. Submit online proposal via https://kaushal.rural.gov.in.
  2. Shortlisted PIAs may be called for presentation/interview.
  3. Selected PIAs sign MoU with BRLPS.

9. Eligible Beneficiaries

  • Rural youth (age 18–35 years).
  • Below Poverty Line (BPL) candidates preferred.
  • Women, SC/ST, and marginalized groups given priority.

10. Total Target & Job Roles

  • Target: Training batches as per PIA capacity (exact numbers per project).
  • Job Roles: Sector-specific roles (e.g., healthcare assistant, electrician, agro-technician).

11. Course Duration

  • 3 to 6 months (varies by job role).
  • Includes on-the-job training (OJT) where applicable.

12. Payment Terms

  • Milestone-based payments:
    • 30% on mobilization.
    • 40% on training completion.
    • 30% post-placement verification.

13. Submission Details

  • Mode: Online via DDU-GKY portal.
  • Hard Copy: Not required unless specified.

14. Other Terms & Conditions

  • Penalties: For non-achievement of placement targets.
  • Monitoring: Surprise inspections by BRLPS officials.
  • Validity: Proposals must align with DDU-GKY 2.0 guidelines.
