

1. Introduction
The Maharashtra Prathamik Shikshan Parishad (MPSP), operating under the Samagra Shiksha Mission, has issued this Expression of Interest (EOI) to shortlist and select capable Vocational Training Partners (VTPs). The objective is to implement the Centrally Sponsored Scheme for Vocationalisation of Secondary and Higher Secondary Education (VSE) across Government schools in the State of Maharashtra. 2. Key Objectives
The primary objectives of this EOI are:
- To select empanelled VTPs for the effective implementation of vocational education in 946 Government Higher Secondary and High Schools.
- To deploy qualified Vocational Trainers (VTs) for delivering NSQF-aligned curriculum.
- To provide students with industry-relevant skills, hands-on training, and career guidance.
- To facilitate student placements, internships, and vertical mobility for higher education.
- To standardize the delivery of vocational training as per the guidelines of PSSCIVE, Bhopal, and Ministry of Education, Government of India.

4. Financial Details
- Tender Fee (Non-Refundable): ₹25,000/- (Rupees Twenty-Five Thousand only). To be paid online via www.mahatender.gov.in.
- Earnest Money Deposit (EMD): ₹74,40,600/- (Rupees Seventy-Four Lakh Forty Thousand Six Hundred only). To be submitted online.
- Estimated Bid Value: ₹37,20,30,000/- (Rupees Thirty-Seven Crore Twenty Lakh Thirty Thousand only).
- Performance Security Deposit (PSD): 5% of the total ordered value, to be submitted by successful bidders.
5. Scope of Work for VTPs
The selected Vocational Training Partners will be responsible for:
- Vocational Trainer Deployment: Engaging full-time, qualified VTs as per PSSCIVE norms, ensuring their timely joining and managing all statutory compliances (PF, ESIC, etc.).
- Training Delivery: Implementing the two-year curriculum prescribed by PSSCIVE, Bhopal, for specific job roles in classes IX-X and XI-XII.
- Practical & Industry Exposure: Conducting hands-on skill training, a minimum of 8 guest lectures per class per year, and organizing industry visits.
- Student Support: Providing motivational guidance for entrepreneurship, arranging campus interviews, and facilitating placements for interested students after Class X/XII.
- Assessment & Certification: Coordinating with Sector Skill Councils (SSCs) or State-appointed bodies for student assessment and certification.
- Infrastructure & Reporting: Maintaining lab equipment (where applicable), developing a dedicated web portal to track all project activities, and submitting regular reports (e.g., Quarterly Feedback Report) to the authorities.
- Project Management: Maintaining a 24×7 toll-free helpline and ensuring contingency funds to pay VT honorarium for at least 3 months in case of reimbursement delays.
6. Eligibility Criteria for Training Partners
The intending agency must meet all the following mandatory criteria:
- Approval: Must be an NSDC/MSSDS/MSBSVET approved Training Partner OR a Government Institution recognized as an awarding body by NCVET.
- Experience: Must have experience in implementing Skill Education under NSQF at the school level or in Skill Institutions under a Government project.
- Entity Age: Must be in existence for a minimum of 3 years as of the EOI date.
- Registered Office: Must have a registered office in Maharashtra.
- Training Track Record: Must have trained a minimum of 5000 students under NSQF at the school/Skill Institute level in the last three Academic Years (2022-23, 2023-24, 2024-25).
- Financial Turnover: Must have an average annual turnover of ₹11 Crores or more in the last three financial years (2021-22, 2022-23, 2023-24).
- Financial Health: Must have a positive net worth for the last three financial years and submit a Bank Solvency Certificate.
- Legal Status: Must not have been blacklisted or debarred by any Government department/PSU and must provide a notarized affidavit to this effect.
- MoU: Must have an MoU/Agreement with Industry/Academic Institutions for providing On-Job Training (OJT), academic support, and vertical mobility.
7. Selection & Empanelment Procedure
The selection is a two-stage process:
- Technical Evaluation: Only bidders who meet all eligibility criteria will be evaluated on a 100-mark technical score. Key parameters include:
- Experience in providing skill education services at the school level (10 marks).
- Internships conducted for students (10 marks).
- Number of dedicated employees for skill education (10 marks).
- Job placement and vertical mobility record (5 marks).
- Tie-ups with higher education institutions (5 marks).
- Annual Turnover (10 marks).
- Consistent profitability (5 marks).
- Experience in the 14 specified sectors (10 marks).
- Presentation on project understanding and strategy (30 marks).
- Minimum qualifying score: 75%.
- Final Empanelment: Agencies scoring 75% and above will be considered technically responsive. The final selection and allocation of schools/districts will be at the discretion of the State Level Selection Committee, based on the technical score, presentation, and preferred districts indicated by the VTP.
8. Eligible Beneficiaries & Total Target
- Eligible Beneficiaries: Students studying in Classes IX to XII in 946 selected Government Schools and Kasturba Gandhi Balika Vidyalayas (KGBVs) across Maharashtra.
- Total Target: The project aims to deploy 1561 Vocational Trainers (VTs) across 14 sectors/trades in a two-phase manner:
- Phase 1: 1329 VTs
- Phase 2: 232 VTs (Subject to budgetary approval)

10. Project Duration
The project implementation period is for 2 Academic Years, i.e., AY 2025-26 and AY 2026-27, from the date of awarding the contract/MoU.
11. Funding & Payment Conditions
- The project is jointly funded by the Central Government (60%) and the State Government (40%) under the Samagra Shiksha Maharashtra.
- Payment Structure: Samagra Shiksha will reimburse the VTPs for approved activities, primarily the honorarium paid to Vocational Trainers (VTs) and Vocational Coordinators (VCs).
- VTPs will be reimbursed monthly upon submission of bills, attendance sheets, and supporting documents.
- A 15% administrative cost over the VT’s salary will be reimbursed to the VTP.
- VTPs must maintain a contingency fund to advance honorarium for up to 3 months in case of delays in fund flow.

13. Other Important Terms & Conditions
- Bid Validity: 120 days from the date of EOI opening.
- Liquidated Damages: Penalties are defined for delays in paying VT honorarium, failure to conduct guest lectures (₹500 per lecture), and failure to conduct industrial visits (₹500 per visit).
- Termination & Blacklisting: The contract can be terminated and the VTP blacklisted for failure to deliver services, breach of contract, or involvement in corrupt practices.
- Governing Law: The contract shall be governed by the laws of India, and any legal disputes will be subject to the jurisdiction of courts in Mumbai.
- Arbitration: Disputes will be referred to a sole arbitrator appointed by Samagra Shiksha Maharashtra, as per the Indian Arbitration and Conciliation Act, 1996.
- Force Majeure: The parties will not be held liable for failure to perform obligations due to unforeseeable circumstances beyond their control.
