1. Introduction
The District Project Livelihood College Society, Dantewada (Chhattisgarh), under the aegis of the Collector, has issued an Expression of Interest (EOI) to select empaneled Training Providers (TPs) / Training Partners. 4. Tender Fee and EMD (Earnest Money Deposit)

5. Scope of Work
The selected Training Provider will be responsible for:

8. Empanelment Procedure
- Two-Bid System: Proposals must be submitted in a three-envelope system:
- Envelope A: Contains technical documents, EMD, tender fee, affidavits, and experience proof.
- Envelope B: Contains the Financial Bid (rates per sector).
- Envelope C: A super-envelope containing both sealed Envelope A and Envelope B.
- Evaluation: The committee will first evaluate the technical bids (Envelope A). Bidders scoring 60+ marks qualify for the next stage.
- Negotiation: The financial bids of qualified bidders may be opened and negotiated by the committee.
- Award of Contract: Work orders will be issued to the lowest financial bidder on a per-sector basis.

10. Total Target to be Trained

12. Duration of Training
The contract with the selected training partner will be valid for one year, which may be extended as required. The actual training duration for each course will be as per the specific norms of PMKVY or MMKVY.
13. Funding and Payment Conditions
Payment is linked to stages of training completion:
- For MMKVY:
- 20% after start of training and batch upload on the portal.
- 20% based on examination results and attendance.
- 60% based on the placement percentage of trained candidates.
- For PMKVY: Payment will be made as per the allocation and rules of the scheme.
- Cost Sharing: The division of training costs between the college and partner is predefined based on lab setup responsibility:
- If the partner provides trainers + lab, college provides building: 70% to Partner, 30% to College.

15. Other Important Terms and Conditions
- Trainer Qualification: Trainers must possess minimum qualifications as per PMKVY/MMKVY norms, including TOT/CITS/CTI.
- Lab Setup: If the partner sets up the lab, no advance or additional payment will be made. The cost is covered in the per-candidate rate.
