1. Introduction & Background

The Government of Rajasthan, in its 2024-25 budget, announced the establishment of Rajasthan Finishing School Centres across the state. This initiative aims to bridge the academia-industry gap by embedding corporate-led skill training and certification directly within government higher education institutions. The Commissionerate of College Education (CCE) invites Expressions of Interest (EOI) from eligible Industries and Industry-promoted/partnered institutions to get empanelled as Training Partners for this program.

2. Key Objectives

The primary objectives of the Rajasthan Finishing School Program are:

  • To design and deliver customized, job-oriented short-term skill development courses with corporate certifications.
  • To equip final year and pass-out students with relevant technical, IT, and soft skills.
  • To facilitate direct employment opportunities for successful candidates within the partner’s organization or its network.
  • To enhance overall employability and establish a sustainable model for industry-integrated skill development.

4. Tender Fees & EMD

  • Bid Document Fee (Non-Refundable): ₹5,000 via Demand Draft in favor of “Commissioner, College Education“, payable at Jaipur.
  • Bid Processing Fee (Non-Refundable): ₹2,500 via Demand Draft in favor of “Managing Director, RISL“, payable at Jaipur.
  • Performance Security (EMD): Upon selection, a 5% Bank Guarantee (BG) / DD of the total contract value must be submitted. It must be valid for the entire project duration plus 60 days.

5. Scope of Work (SoW)

The selected Training Partner will be responsible for the end-to-end execution of the program at allocated government colleges, including:

  • Curriculum Development: Designing industry-relevant curricula with a mix of Domain (70%), IT (20%), and Soft Skills (10%).
  • Centre Setup: Establishing state-of-the-art training infrastructure within the provided college premises.
  • Mobilization & Counselling: Conducting outreach, registration, interest assessment, and counselling for candidates.
  • Training Delivery: Offline training delivery only, with batches for regular students (max 3 hrs/day) and pass-out candidates (max 6 hrs/day). Course duration must be between 240 to 540 hours.
  • Assessment & Certification: Conducting final assessments and awarding Corporate Certifications (self/joint with GoR/global).
  • Placement: Providing placement to a minimum of 70% of successful candidates, either through captive employment or associated organizations.
  • Tracking & Reporting: Tracking placed candidates for one year and submitting regular progress reports to the client.

6. Eligibility Criteria for Training Partners

Applicants must be either an Industry or an Industry-Promoted/Partnered Institution legally registered in India on or before 31st March 2021.

7. Selection & Evaluation Criteria

Empanelment will be based on a 100-mark technical evaluation. The minimum qualifying score is 70 marks.

A. Organizational Strength & Project Experience (80 Marks)

  • Annual Turnover (10 Marks)
  • Number of Employees (10 Marks)
  • Number of Sector-Specific Trainers (10 Marks)
  • Govt./CSR Project Experience (10 Marks)
  • Number of Functional Training Centres (10 Marks)
  • Number of Placements in last 3 years (10 Marks)
  • Available Placement Tie-ups (LOIs required) (20 Marks)

B. Technical Presentation (20 Marks)

  • Understanding of Assignment, Market Relevance, Approach & Methodology, Placement Availability, and Mitigation Strategies.

Category-wise Empanelment:

  • Category A: >80 Marks
  • Category B: 75-80 Marks
  • Category C: 70-75 Marks

8. Empanelment Procedure

  1. Submission: Online proposal submission via the Rajasthan e-Procurement portal.
  2. Screening: Desk appraisal by Screening Committee for document completeness.
  3. Evaluation: Technical proposal evaluation and presentation before the Evaluation Committee.
  4. Approval: The Evaluation Committee’s report is sent to the Executive Committee for final approval.
  5. LOA & Agreement: Successful applicants receive a Letter of Acceptance (LOA). They must confirm within 15 days, submit the 5% Performance Security, and sign a 2-year (extendable) agreement.

9. Eligible Beneficiaries

Final year (UG & PG) and pass-out students from:

  • Government and Private Colleges under the administrative control of CCE, Rajasthan.
  • Government Universities in Rajasthan.

10. Total Training Target

The client aims to train 10,000 candidates in the first year of operation.

11. Job Roles / Focus Sectors / Courses

Partners can propose courses in high-demand sectors including but not limited to:

  • IT & ITeS, BFSI, Healthcare, Tourism & Hospitality, Retail, Media & Entertainment, Logistics, Automotive, Green Jobs, Aerospace, Electronics, and other sectors relevant to Rajasthan’s economy. The proposed curriculum must lead to concrete placement opportunities.

12. Duration & Funding

  • Training Duration: 240 to 540 hours.
  • Agreement Duration: Initially 2 years, extendable by 1 more year.
  • Funding/Payment: The training cost will be determined based on the latest Common Norms Notification (CNN) issued by the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India. Payment will be linked to milestones and deliverables as per the agreement.

14. Other Important Terms & Conditions

  • Governing Law: The agreement shall be governed by the laws of India and the state of Rajasthan, under the jurisdiction of courts in Jaipur.
  • Sub-Contracting & JV: Not allowed.
  • Validity: Proposals must remain valid for 90 days from the last date of submission.
  • Blacklisting: Applicants must not be blacklisted by any government entity.
  • Transparency: The Rajasthan Transparency in Public Procurement (RTPP) Act, 2012 and Rules, 2013 will govern the procurement process.
