
Expression of Interest (EOI) for Submission of Project Proposals under DDU-GKY 2.0, Rajasthan
1. Introduction
The Rajasthan Skill and Livelihoods Development Corporation (RSLDC) invites proposals from eligible Project Implementation Agencies (PIAs) under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY 2.0) for the financial year 2025-26. The initiative aims to skill and place 7,957 rural poor youth, including 500 candidates under the Captive Employer model and 400 Persons with Disabilities (PWDs). The program focuses on bridging skill gaps in high-demand sectors while ensuring sustainable employment opportunities.

2. Objectives
- Provide skill training to rural youth for wage/self-employment.
- Ensure minimum 70% placement, with at least 50% in wage employment.
- Prioritize training in sectors like Gems & Jewellery, Aerospace, IT (AI, Cloud Computing), Green Jobs, EV, Tourism, etc.
- Promote inclusion of SC/ST (20% minimum), women, and PWDs.
- Encourage participation in Aspirational, Tribal, Desert, and Border districts.
3. Key Dates
- EOI Release Date: 05 May 2025
- Last Date for Submission: Within 21 calendar days from EOI release.

4. Earnest Money Deposit (EMD) & Tender Fees
- Initial Screening Fee: ₹25,000 (non-refundable).
- Quality Appraisal Fee: ₹1,25,000 (excluding 18% GST).

5. Scope of Work
- Train candidates in sector-specific job roles (min. 576 hours, incl. 396 domain hours).
- Ensure placement (wage/self-employment/gig) with minimum salary of ₹10,000/month (India) or ₹25,000/month (abroad).
- Prohibitions:
- No clubbing of Qualification Packs (QPs).
- No cross-sector placements unless salary is 20% above minimum wage.
- Special Focus: PWDs, women-headed households, manual scavengers.
6. Eligibility of Training Partners
A. Eligible Entities
- Registered under Indian Trust Act, Societies Act, Companies Act 2013, LLP Act 2008, or SHGs.
- Government/semi-government organizations.
- NGOs registered with NITI Aayog’s Darpan Portal.
- Minimum 3 years of existence (except Start-ups recognized by DIPP).
B. Categories of PIAs
- Category-A: Captive Employers (500 candidates).
- Category-B: Existing PIAs with >3% DDU-GKY experience.
- Category-C: New skilling agencies.
- Category-D: Start-ups recognized by Department of Industrial Policy & Promotion, Ministry of Commerce and Industry, GoI.
C. Ineligible Entities
- PIAs with recovery proceedings or <50% placement history.
- Blacklisted agencies or those linked to defaulters.
- Consortiums are not allowed.
7. Selection Criteria
- Quality Appraisal Score (QA) based on:
- Sector relevance, district preference (Aspirational/Tribal/Desert).
- Past performance (for Category-B).
- Top-ranked agencies selected per category:
- Category-A: Top 2 (500 candidates).
- PWD Projects: Top 3 (400 candidates).
- Category-B: Top 30.
- Category-C: Top 15.
- Category-D: Top 18.
8. Empanelment Procedure
- Apply online at https://kaushal.rural.gov.in with PRN (Project Registration Number).
- Pay screening fee (₹25,000).
- Clear initial screening → Pay appraisal fee (₹1,25,000 + GST).
- Submit project proposal with Annexure-A (district/sector preferences).
- PAC (Project Approval Committee) finalizes allocations.
9. Eligible Beneficiaries
- Rural poor youth (15–35 years).
- Reservations:
- SC (20%), ST (varies), Women (mandatory %).
- PWDs (400 seats reserved).
10. Job Roles & Focus Areas
Priority Sectors:
- IT & Emerging Tech: AI, Cloud Computing, Cybersecurity, Data Science.
- Green Jobs: Solar Installer, EV Batteries.
- Traditional Sectors: Gems & Jewellery, Leather, Tourism, Food Processing.
Training Duration:
- Minimum 3 months (576 hours).
- Domain Training: 396 hours (extendable to 700 hours max).

- Funds released post-placement verification (bank statements/income proof).
- Self-employment: Linked to bank credit.
