1. Introduction & Background

SBI Foundation (SBIF), the corporate social responsibility (CSR) arm of the State Bank Group, has launched its flagship initiative “SBIF Garima – Caring for India’s Elders with Dignity.” This Request for Proposal (RFP) invites non-profit organizations to seek funding exclusively for the retrofitting and fortification of Old-Age Homes. The mission is to holistically address the vulnerabilities of the ageing population by transforming existing facilities into safe, dignified, and elder-friendly living spaces aligned with UN SDGs and the WHO ICOPE framework.

2. Objective of the RFP

The primary objective of this RFP is to identify and partner with eligible non-profit agencies with a proven track record in geriatric care to implement projects that:

  • Retrofit and fortify the infrastructure of Old-Age Homes to be age- and disability-friendly.
  • Integrate medical, nutritional, and psychosocial support systems.
  • Establish robust safeguarding frameworks to prevent elder abuse.
  • Enhance the overall quality of life and ensure dignified ageing for residents, particularly in marginalized and underserved communities.

4. Earnest Money Deposit (EMD) & Tender Fees

5. Scope of Work

The scope of work is comprehensive and must include the following key activities:

  • Baseline Facility Audit: Conduct infrastructure and elder rights assessments using WHO ICOPE and government standards.
  • Structural Retrofitting: Install ramps, grab bars, anti-slip flooring, and ensure universal accessibility as per Harmonised Guidelines (MoHUA, 2021).
  • Safety & Security: Implement adequate lighting, fire safety measures, CCTV, and emergency alarm systems.
  • Health & Clinical Care: Set up a medical care unit, conduct monthly health camps, and integrate with public health systems.
  • Psychosocial Support: Create recreational spaces and conduct counselling and memory-stimulation sessions.
  • Capacity Building: Train caregivers and staff in geriatric care, dementia, and palliative support.
  • Digital Enablement: Introduce Electronic Health Records (EHR) linked to ABHA IDs and telemedicine facilities.
  • Elder Abuse Prevention: Establish a zero-tolerance policy, confidential reporting mechanisms, and appoint a Safeguarding Officer.
  • Legal Aid & Community Engagement: Facilitate access to legal services and conduct intergenerational programs.

6. Eligibility Criteria for Partner Agencies

  • Entity Type: Must be a registered non-profit (Trust, Society, Section 8 Company) in India.
  • Registration: Minimum of 3 years of registration.
  • Experience: Minimum of 3 years of experience in operating and managing residential care facilities (old age homes) in the proposed state.
  • Financial Criteria:
    • For projects below ₹1.00 Crore: Cumulative revenue of the last 3 financial years must be at least ₹2.00 Crore.
    • For projects above ₹1.00 Crore: Cumulative revenue of the last 3 financial years must be at least ₹5.00 Crore.
  • Governance: Must have a minimum of 4 Board Members and at least 5 permanent employees.
  • Exclusions: Agencies associated with or funded by religious or political entities will be disqualified. Agencies blacklisted by any government body are not eligible.

7. Selection Criteria

The selection will be based on the Quality & Cost Based Selection (QCBS) method, with a 70% weightage on the Technical Proposal and 30% on the Financial Proposal.

Technical Evaluation Parameters include:

  • Project alignment with SBIF Garima framework.
  • Innovation, risk mitigation, and log frame.
  • Monitoring & Evaluation process and sustainability.
  • Agency’s governing structure and proven experience.

8. Empanelment Procedure

  1. Download RFP: Agencies must download the RFP document and all annexures from the official SBI Foundation website.
  2. Submit Proposal: Prepare and submit a complete proposal (technical and financial) as per the prescribed formats via email by the deadline.
  3. Shortlisting & Presentation: Shortlisted agencies will be invited to make a presentation to the SBI Foundation committee.
  4. Final Selection: The competent authority will make the final selection based on the evaluation criteria.
  5. Grant Agreement: The selected agency will sign a Grant Agreement/MoU with SBI Foundation.

9. Eligible Beneficiaries

The project is targeted at elderly residents of Old-Age Homes, with a focus on:

  • Urban Areas: Older persons in NGO-managed homes facing social exclusion.
  • Rural & Tribal Areas: Senior citizens in Old-Age Homes located in underserved districts with inadequate healthcare and geriatric services.

10. Total Target & Focus Area

  • Project Budget Range: ₹0.50 Crore to ₹2.00 Crore (indicative per project).
  • Project Duration: 1 to 2 years.
  • Priority States: Uttar Pradesh, Bihar, Odisha, Gujarat, and Punjab.
  • Focus Area: Retrofitting & Fortification of Old-Age Homes to create comprehensive centres of elder care.

11. Funding & Payment Conditions

  • Grant Release: Funds will be released on a quarterly basis upon satisfactory performance and submission of certified quarterly reports (activity and financial).
  • Bank Account: A separate bank account (preferably with SBI) must be opened for the project grant.
  • Utilization: Any unutilized grant at the end of the financial year must be refunded to SBI Foundation by 30th April.
  • Audit: The agency must submit audited financials and is subject to third-party audits.

13. Other Important Terms & Conditions

  • Non-Disclosure Agreement (NDA): Selected agencies must sign an NDA with SBI Foundation.
  • Single Proposal: An agency can submit only one proposal. Multiple submissions will lead to disqualification.
  • No Sub-contracting: Sub-letting or outsourcing of core activities is not permitted.
  • SBIF’s Rights: SBI Foundation reserves the right to accept or reject any or all proposals without assigning any reason, and to amend the RFP terms.
  • Proposal Cost: Agencies shall bear all costs associated with proposal preparation.
