The primary focus will be on setting up the language training Centres and imparting training of foreign languages such as English, French, German, Japanese, Arabic, Russian etc. The center to be incorporate with the following:
Key Details from the RFP for Establishing Foreign Language Learning Centre
1. Key Dates:
- Date of issue of RFP: 11.02.2025
- Last date for submission of proposals: 15.03.2025
- Last date for receiving pre-bid queries: 22.02.2025
- Pre-bid meeting: 25.02.2025
- Publishing of responses to pre-bid queries: 28.02.2025
- Proposal opening date: 17.03.2025 (01:00 PM at the JSDMS office)
- Date of presentation: To be communicated to technically qualified bidders
2. Earnest Money Deposit (EMD) and Tender Fee:
- Cost of Tender Document: INR 10,000 (non-refundable)
- EMD: INR 1,00,000
3. Introduction: Objective: Establishing a Foreign Language Learning Centre to train, certify, and place candidates from Jharkhand in international job markets.
Languages covered: English, French, German, Japanese, Arabic, Russian, and more.
Focus: Providing high-quality foreign language training and certification as per international standards.
4. Objectives: a) Train and certify Jharkhand youth to meet international manpower demands in foreign languages. b) Elevate language proficiency from beginner (A1) to advanced (B2) levels under CEFR standards. c) Ensure outcome-based training with a focus on certification and placement in foreign language regions.
5. Scope of Work:
- Establish language labs with robust software for LSRW (Listening, Speaking, Reading, Writing) skills.
- Provide at least two months of face-to-face foreign language training.
- Offer digital and financial literacy modules.
- Ensure a fully residential training program with separate hostels for boys and girls.
- Conduct pre-departure orientation (PDOT) for all candidates.
- Maintain compliance with international standards and ensure a minimum 70% placement rate.
- Mandatory registration as a “Recruiting Agency (RA)” with the Ministry of External Affairs (India) within six months of RFP issuance.
6. Eligibility Criteria:
- Legally registered entities in India (e.g., LLP, Pvt. Ltd., Trust, Society, etc.)
- Valid PAN and GST registration.
- Minimum annual turnover of INR 1 crore over the last three financial years.
- Minimum three years of experience in providing foreign language training (English, French, German, Japanese, Arabic, Russian).
- At least one established foreign language lab/centre.
- Proof of placing at least 100 candidates internationally.
- No blacklisting by any government authority (self-declaration required).
- Dedicated and qualified language trainers with a Master’s degree in the respective language.
7. Selection Criteria:
- Evaluation through Quality and Cost-Based Selection (QCBS) method (70:30 weightage for technical and financial proposals).
- Technical evaluation includes:
- Existence of entity (10 marks)
- Average annual turnover (20 marks)
- Experience in language training (10 marks)
- Experience in establishing language labs (5 marks)
- International placement experience (10 marks)
- Trainer qualifications and experience (15 marks)
- International presence (5 marks)
- Technical presentation (25 marks)
8. Payment Conditions:
- 1st Installment (25%): Upon signing of MoU and identification of the training centre.
- 2nd Installment (25%): Upon 20% training completion and 7% verified placement.
- 3rd Installment (25%): Upon 60% training completion and 25% verified placement.
- 4th Installment (25%): Upon 100% training completion and 70% verified placement.
9. Penalty Clause:
- Delay in milestone delivery: 0.5% penalty on the invoice amount per day of delay.
10. Other Conditions:
- No consortiums or joint ventures allowed.
- Successful bidders must establish the language lab in Jharkhand.
- Mandatory submission of all required documents.
- Performance Bank Guarantee (PBG) of 3% of contract value to be submitted within 15 days of work order issuance.
11. Force Majeure:
- Performance obligations affected by uncontrollable events (e.g., natural disasters, strikes) will be excused for the duration of the interference.
