Introduction

The Directorate of Public Instruction, Madhya Pradesh, invites proposals from institutions to provide coaching services for IITJEE (Indore) and NEET (Indore & Bhopal) under the Super 100 Scheme. The aim is to prepare meritorious Class XI/XII students for competitive exams through structured coaching, assessments, and mock tests.

Objectives

  1. Provide comprehensive coaching for IITJEE/NEET to selected students.
  2. Conduct regular assessments and mock tests to track progress.
  3. Offer Hindi/English medium coaching and language support.
  4. Assist students with exam registration, counselling, and college admissions.
  5. Ensure transparent reporting to the Directorate via dashboards.

1. Key Dates

  • Date of RFP Publish: 09-04-2025 (10:00 Hrs)
  • Pre-Bid Meeting: 11-04-2025 (11:30 Hrs)
  • Last Date of Submission: 22-04-2025 (17:30 Hrs)
  • Technical Bid Opening: 23-04-2025 (17:30 Hrs)
  • Financial Bid Opening: To be announced later
  • Proposal Validity: 180 days from submission date

2. Earnest Money Deposit (EMD)

  • Amount:
    • ₹3.00 Lakh per course per centre (e.g., ₹9.00 Lakh for IITJEE & NEET at Indore & Bhopal).
  • Exemptions:
    • MSMEs registered in Madhya Pradesh (as per Store Purchase Rule 2022).
    • Bidders applying for one or more courses in a centre.
  • Mode: Online payment via Demand Draft/Banker’s Cheque/Fixed Deposit Receipt/Bank Guarantee from Scheduled Banks.
  • Validity: 180 days from submission date.
  • Forfeiture Conditions:
    • Withdrawal of bid during validity.
    • Failure to sign Contract/Performance Security after selection.
    • Engagement in corrupt practices.

3. Tender Fee

Scope of Work

  • Coaching Delivery:
    • Minimum 12 hours/week over 80–100 weeks.
    • Separate batches for Hindi/English medium students.
    • 5 full-length mock tests before exams.
  • Additional Support:
    • English language training (180 mins/week for first 5 months).
    • Study materials in Hindi (sample chapters specified in RFP).
  • Reporting: Quarterly progress reports, student rankings, and syllabus coverage updates.
  • Transportation: Optional; costs included in financial bid (deducted if online coaching exceeds 30 days).

Eligibility of Training Partners

General Criteria

  1. Legal Entity: Registered under Companies Act 1956/2013, LLP Act 2008, Trust Act 1882, or Partnership Act 1932.
  2. Registrations: Valid GST and other tax registrations.
  3. Blacklisting: Self-declaration of no blacklisting by Central/State Governments.

Course-Specific Criteria

  • For IITJEE:
    • Minimum 3 years of JEE coaching experience.
    • Annual turnover ≥ ₹1 crore (last 3 years).
    • 500+ students enrolled annually in full-time classroom programs at Indore centre.
  • For NEET:
    • Same as above, applicable to Bhopal/Indore centres.
  • Franchisees: Must submit valid agreements and proof of centre operation for 3 years.

Selection Criteria

Technical Evaluation (100 Marks)

  • IITJEE:
    • Student Success Rate (20–40 marks for JEE Mains/Advanced selections).
    • Hindi Medium Performance (15 marks).
    • Faculty Team (25 marks: 2 teachers/subject + Program Manager).
    • Hindi Study Material (5 marks).
    • Proposal Quality (15 marks).
  • NEET: Similar criteria, adjusted for medical college admissions.
  • Minimum Qualifying Score: 70/100.

Financial Evaluation

  • Normalized bids compared to the lowest quote (80% technical + 20% financial weightage).

Eligible Beneficiaries

  • Selection Process: Top 51 students per course (IITJEE/NEET) per centre (Indore/Bhopal) via OMR-based tests.
  • Target Group: Class XI/XII students under the Super 100 Scheme.

Job Roles/Courses

  • Courses: IITJEE (Indore), NEET (Indore & Bhopal).
  • Faculty Requirements:
    • IITJEE: 2 teachers each for Physics, Chemistry, Maths + 1 Program Manager.
    • NEET: Replace Maths with Biology.

Duration

  • Initial Contract: 2 years (2024–25 for Class XI, 2025–26 for Class XII).
  • Extension Option: For subsequent cohorts based on performance.

Payment Conditions

  • Milestone-Based Payments:
    • 15%: Enrollment & material distribution (T+2 months).
    • 20%: Completion of 6 months coaching + reports (T+8 months).
    • 20%: Completion of 12 months + mock tests (T+14 months).
    • 20%: Full syllabus completion (T+20 months).
    • 25%: Final payment based on success rate (e.g., 40/50 students qualifying JEE Mains).
  • Additional Incentive: 20% fee per student securing Top 1000 rank in JEE Advanced/NEET.

Mode of Submission

  • Online Portal: www.mptenders.gov.in.
  • Documents:
    • Technical & Financial Proposals (separate envelopes).
    • Mandatory attachments (e.g., audited financials, student data, faculty CVs).
  • Hindi Materials: Physical submission to Directorate (if files are large).

Other Terms & Conditions

  1. Conflict of Interest: Bidders must disclose conflicts; failure leads to disqualification.
  2. Performance Security: 3% of contract value within 7 days of LOI.
  3. Termination: For poor performance, fraud, or Force Majeure (beyond 60 days).
  4. Liquidated Damages: Up to 10% of contract value for delays/non-compliance.
  5. Dispute Resolution: Arbitration in Bhopal under Arbitration Act, 1996.
