Expression of Interest (EOI) for Training and Certification Program on Geriatric Caregiving in Odisha

1. Introduction

The Department of Social Security and Empowerment of Persons with Disabilities (SSEPD), Government of Odisha, invites proposals from eligible Program Implementing Agencies (PIAs) and training institutions to conduct a 3-month training and certification program on Geriatric Caregiving in the South Zone (Berhampur) and West Zone (Rourkela). The initiative aims to create a skilled workforce of 100 professional caregivers per zone (total 200 trainees annually) to address the growing needs of the elderly population in the state.

The program follows the curriculum framework of the National Institute of Social Defense (NISD) and emphasizes hands-on training in physical care, mental health support, first aid, dementia management, and emotional counseling for the elderly.

2. Objectives

  • Train and certify 200 caregivers annually (100 per zone) to improve elderly care services in Odisha.
  • Enhance skills in activities of daily living (ADLs), wound care, physiotherapy, and emergency response.
  • Bridge the gap between demand and supply of trained geriatric caregivers.
  • Ensure placement opportunities for trainees through partnerships with hospitals, NGOs, and senior care institutions.

4. Earnest Money Deposit (EMD) & Tender Fees

  • EMD: ₹1,27,575 (exempt for MSMEs/start-ups with valid documentation).
  • Bid Processing Fee: ₹10,000 (non-refundable).
  • Payment Mode: Demand Draft in favor of “Director, SSEPD Dept., Bhubaneswar”.

5. Scope of Work

The selected agency will:

  • Conduct 4 batches/year (25 trainees/batch) per zone.
  • Deliver 3-month courses covering:
  • Geriatric care fundamentals (NISD curriculum).
  • Practical training in hospitals/old age homes.
  • Soft skills (communication, empathy, legal rights of elderly).
  • Arrange assessment/certification through NISD or Health Care Sector Skill Council.
  • Submit monthly progress reports and ensure 80% placement of trainees.

6. Eligibility Criteria for Training Partners

  • Registration: Under Companies Act 2013/Societies Act/Trust Act.
  • Experience: Minimum 3 years in geriatric care training.
  • Infrastructure: Labs, equipment (listed in Annexure-1), and tie-ups with medical institutions.
  • Financial Turnover: ₹25 lakhs/year (last 3 years).
  • Legal Compliance: No blacklisting by government agencies or pending criminal cases.

7. Selection Criteria

  • Technical Evaluation (60/100 marks minimum):
  • Experience (20 marks).
  • Infrastructure (15 marks).
  • Trainer qualifications (10 marks).
  • Linkages with hospitals/Old Age Homes (15 marks).
  • Presentation (40 marks).
  • Financial Evaluation: Lowest bid (L1) wins; tied bids resolved via technical scores.

8. Empanelment Procedure

  1. Submit Technical and Financial Bids in separate sealed envelopes.
  2. Qualified bidders present their proposals (30.05.2025).
  3. L1 bidder awarded contract after PBG submission (8% of contract value = ₹5,10,300).

9. Eligible Beneficiaries

  • Trainees:
  • Age 25–40 years, 10th pass preferred.
  • Priority for widows, single women, and unemployed youth.
  • Trainers:
  • GNM/B.Sc Nursing with 1–3 years’ experience.
  • Guest faculty from physiotherapy/counseling backgrounds.

10. Total Target & Job Roles

  • Target: 200 caregivers/year (100 per zone).
  • Job Roles:
  • Elderly caregiver.
  • First aid responder.
  • Dementia/Parkinson’s care specialist.

11. Course Duration

  • 3 months (theory + practical + internship).
  • 120 hours each for classroom and on-site training.

12. Payment Terms

  • 1st Installment (20%): Post-trainee list approval.
  • 2nd Installment (40%): After mid-term assessment.
  • 3rd Installment (40%): Post-placement verification.

14. Other Terms & Conditions

  • Performance Bank Guarantee (PBG): Valid for 1 year beyond contract.
  • Penalties: Forfeit PBG for non-compliance.
  • Monitoring: Surprise inspections by SSEPD officials.
  • Validity: Bids valid for 365 days from opening.
