EMD (Earnest Money Deposit)
- Amount: ₹23,19,206 (Twenty-Three Lakh Nineteen Thousand Two Hundred Six Only).
- Mode: Demand Draft/Bank Guarantee in favor of “Nayab Collector Shri Madhyan Bhojan Yojna”, payable at Bank of Baroda, Dhebar Road Branch, Rajkot.
- Refund: EMD will be returned to unsuccessful bidders after contract award. The successful bidder’s EMD will be refunded upon submission of a Performance Bank Guarantee (10% of contract value – ₹77,30,687 approx.).

Scope of Work
The selected NGO/CSO will:
- Meal Preparation: Supply hot-cooked meals meeting nutritional norms (525 kcal/12g protein for primary, 742.5 kcal/20g protein for upper primary).
- Centralized Kitchen Setup: Establish and maintain a hygienic, FSSAI-compliant kitchen.
- Transportation: Deliver meals in insulated containers within 40 km, maintaining a “hot chain.”
- Quality Compliance: Use AGMARK/FSSAI-certified ingredients, FIFO inventory, and regular lab testing.
- Staff Training: Ensure cooks/helpers follow hygiene protocols (gloves, aprons, medical checks).
- Reporting: Submit monthly utilization reports on food grains, funds, and beneficiary count.
Eligibility Criteria for NGOs/CSOs
- Registration: Must be registered under the Societies Registration Act/Public Trust Act for at least 2 years.
- FSSAI License: Mandatory for food safety compliance.
- Financial Stability: Minimum turnover of ₹50 lakh/year (ITR proofs for last 3 years required).
- Experience: Prior experience in centralized kitchen operations (preferably under MDM or govt. schemes).
- Infrastructure: Own/leased kitchen facility, transport fleet (20+ insulated vehicles preferred).
- No Discrimination Policy: Must not promote religious/caste-based practices.
Selection Criteria
Technical Evaluation (60% Weightage)
- Registration & Compliance (10 Marks): Income Tax 12A, 80G, PF/ESI, FSSAI, etc.
- Experience (25 Marks): MDM/Govt. food supply projects (5 years = 15 marks).
- Financial Strength (10 Marks): Turnover ≥₹50 lakh/year.
- Infrastructure (15 Marks): Land, lab, transport, automation.
- Minimum Qualifying Score: 60/100.
Financial Evaluation (40% Weightage)
- Extra Contribution (50 Marks):
- Additional calories/protein (max 25 marks).
- Extra funding per meal (max 25 marks).
- Preference to “H1”: NGOs offering higher contributions over “L1” (lowest bidder).
Empanelment Procedure

- Evaluation: Bid Evaluation Committee (BEC) assesses technical & financial bids.
- Award: Contract issued to the highest-scoring NGO (60% technical + 40% financial).
