Introduction
The Directorate of TW (TRP&PTG) was established during 1985-86. It was formed to rehabilitate Particularly Vulnerable Tribal Groups (PVTGs) in Tripura through forest-based activities like teak plantation, health care, financial assistance for housing, and other socio-economic development initiatives.

Objectives
The primary objective of the RFP is to hire (empanel) Training Providers (TPs) for conducting skill development training on various job roles to improve the employability of the tribal population. The project aims for efficient and seamless service delivery through capable and experienced TPs.

Scope of Work
- Location: North Tripura District, Tripura.
- Job Role-wise Number of Candidates to be Trained:
- Electrician: 30 candidates (446 hours) → ₹22,924.40 per candidate
- Beautician: 30 candidates (206 hours) → ₹9,064.00 per candidate
- Tailoring: 30 candidates (346 hours) → ₹17,784.40 per candidate
- Plumber: 30 candidates (456 hours) → ₹23,438.40 per candidate
- Total Candidates: 120
- Training Cost: Inclusive of applicable taxes.
- Additional Requirements:
- The TP is required to provide stationary, course materials, and refreshments.
- A course completion certificate must be issued at the end of the training.
Eligibility Criteria for Training Partners
- Legal Entity:
- Bidder must be a Pvt. Ltd. Company, LLP, or Society incorporated in India, based in Tripura.
- Must upload the incorporation certificate.
- Documents Required:
- GST and PAN certificates.
- Self-declaration of not being blacklisted by any government institution.
- NSDC registration proof.
- At least one work experience in Skill Development in Tripura.
- Declaration of no ongoing litigation with any government entity.
Selection Criteria
- Technical Bid Evaluation Parameters:
- Complete and duly filled PAF in the prescribed format: 10 marks
- Existence of the agency:
- 5-10 years: 5 marks
- 10-15 years: 10 marks
- 15-20 years: 15 marks
- 20+ years: 20 marks
- CV of Trainers: 20 marks
- Presentation on training methodology: 20 marks
- Average turnover of ₹30 lakh over the last 3 financial years: 10 marks
- Skill Development work orders:
- 1 work order: 4 marks
- 2 work orders: 8 marks
- 3 work orders: 12 marks
- 4 work orders: 16 marks
- 5+ work orders: 20 marks
- Total Marks: 100
Eligible Beneficiaries
- The target beneficiaries are the tribal population of North Tripura District, specifically the Particularly Vulnerable Tribal Groups (PVTGs), including the Reang community.

Duration
- The duration varies by job role, ranging from 206 to 456 hours.
- Each course will be conducted as per the specified training hours per candidate.
Payment Conditions
- EMD Return:
- EMD of the selected TP will be retained until the work order is placed.
- For unsuccessful bidders, EMD will be automatically returned.
- Forfeiture of EMD:
- If the bidder withdraws before or after the bid opening but before the notification of the award.
- If false or misleading statements are made.
Mode of Submission
- Online Submission: Through Tripura Tenders portal only.
- Bid Parts:
- Part 1: EMD
- Part 2: Technical bid documents (in PDF format, 150 dpi scan resolution).
- No Hard Copy Submission Required: Only electronic submission is allowed.
Other Terms and Conditions
- Forfeiture of Bid Security:
- Non-compliance with RFP instructions.
- Violation of tender conditions.
- Award of Contract:
- The bidder with the highest score will be awarded the contract.
- Repeat Order:
- The Directorate reserves the right to place repeat orders for additional candidates at the same financial rates.
- Termination Clause:
- Contract may be terminated with a one-month notice for convenience.
- Termination in case of bankruptcy or insolvency.
- Compliance with Laws:
- Bidders must comply with all applicable Indian laws, including labor, tax, and intellectual property regulations.
- Force Majeure:
- Contractual obligations are excused in the event of force majeure conditions like natural disasters, war, or government orders.
