The Directorate of Skill Development and Employment (DSDE), Odisha, invites Expression of Interest (EOI) from eligible organizations for empanelment as Training Partners under the Nua Odisha Scheme. The scheme aims to empower Odisha’s youth through skill development, reskilling, and upskilling programs, with a focus on marginalized communities, tribal areas, and emerging sectors. 2. Objective
The primary objectives of this EOI are:
- To engage qualified Training Partners for delivering high-quality, placement-linked skill training.
- To address skill gaps in new-age technologies (e.g., AI, IoT, Electric Vehicles) and traditional sectors (e.g., handicrafts, agriculture).
- To ensure inclusive skilling for SC/ST, women, PwDs, and other vulnerable groups.
- To establish state-of-the-art training centers with industry-aligned curricula.

4. EMD & Tender Fees
- Bid Processing Fee: Non-refundable INR 15,000/- (Demand Draft in favor of “Director of Employment and CEO OSDA Bhubaneswar”).
- No Earnest Money Deposit (EMD) is required.

5. Scope of Work
Training Partners will:
- Conduct short-term (300–600 hours) or customized skill training programs.
- Mobilize trainees, ensure Aadhaar-linked registration, and maintain 70% attendance via AEBAS.
- Establish training centers with NSQF-aligned infrastructure.
- Provide certified trainers, conduct third-party assessments, and ensure 70% placement (80% for captive employers).
- Submit real-time reports on the Skill Hub Portal (skillhub.skillodisha.gov.in).
6. Eligibility of Training Partners
Applicants must:
- Be a registered legal entity (Company, LLP, Trust, NGO, etc.) in India for 5+ years (as of 31st March 2025).
- The applicant organization should be an NSDC Partner or MoRD Partner or Partnership with any Ministry/ State Government
- Have GST registration and PAN.
- Average annual turnover of INR 3+ crores in the last 5 years.
- Experience: Completed 3+ skill training projects (placement-linked) in the past 5 years.
- Not blacklisted by any government agency.
- Consortium bids are not allowed.
7. Selection Criteria
Proposals will be evaluated out of 100 marks:
A. Technical Evaluation (65 Marks)
- Experience (50 marks):
- Candidates trained (5,000+ = 15 marks).
- Projects in LWE/tribal districts (10 marks).
- Special category training (PwDs/women) (10 marks).
- Placement record (15 marks).
- Financial Capability (15 marks): Turnover ≥ INR 10 Cr = 15 marks.
B. Proposal Strength (35 Marks)
- Trainer qualifications (10 marks): 2 certified trainers per job role.
- Placement tie-ups (5 marks): LOIs from employers.
- Methodology (20 marks): Mobilization, timelines, and outcomes.
8. Eligible Beneficiaries
- Youth (15–35 years) with required qualifications.
- Priority for SC/ST, women, PwDs, transgenders, and minorities.
- Focus on tribal districts, LWE areas, and remote regions.
9. Job Roles & Focus Areas
Sectors Covered:
- New-Age Technologies: AI, IoT, Robotics, EVs, Drones, Cybersecurity.
- Traditional Sectors: Handicrafts, Handlooms, Agriculture (with tech integration).
- Other Sectors: IT-ITES, Healthcare, Construction, Hospitality.

10. Duration
- Training: 300–600 hours (NSQF-aligned).
- Empanelment validity: Till 31st March 2026 (extendable).
11. Payment Conditions
Installment | % of Cost | Release Condition |

1st (30%) | 30% | Batch commencement + Bank Guarantee. |
2nd (40%) | 40% | Training completion + certification. |
3rd (30%) | 30% | 70% verified placement (min. 3 months employment). |
Penalties:
- No payment if placement <40%.
- Pro-rata payment for 40–69% placement.

13. Other Terms & Conditions
- No subcontracting/franchising allowed.
- DSDE reserves the right to reject proposals without justification.
- Amendments will be notified on skillodisha.gov.in.
- Blacklisting for false information or non-performance.
Additional Conditions
- Consortium/Joint Ventures are NOT allowed.
- Franchising/subcontracting of training is prohibited.
- Maximum of 5 job roles can be proposed in a single proposal.
- Government agencies/CSR-funded entities may apply with cost-sharing options.
Disqualification Grounds
- False/misleading information in the proposal.
- Failure to meet any mandatory pre-qualification criteria.
- Blacklisted status discovered post-submission.
