1. Introduction

NIELIT Kolkata invites applications from NSQF-accredited training institutes to implement the EELTP project. The project focuses on training SC/ST & EWS (Women) candidates in various NSQF-aligned IECT courses. The training partners will conduct training, mobilize candidates, and provide necessary infrastructure across 9 districts of West Bengal.

2. Objective

  • Enhance employability and livelihood of disadvantaged youth.
  • Build capacity in IT and Electronics sectors via structured skill development.
  • Target 523 candidates per district across 9 districts of West Bengal over 3 years.
  • Ensure training in NSQF-aligned courses certified by NIELIT.

3. Key Dates

  • EOI Publishing Date: 8th December 2024
  • Validity of EOI: Till 31st March 2025
  • Training Period: Over a duration of 3 years

5. Scope of Work

Training Partners (TPs) will:

  • Mobilize and enroll eligible candidates.
  • Provide training in NSQF-aligned courses at approved facilities.
  • Ensure biometric attendance, CCTV surveillance, and qualified faculty.
  • Coordinate with NIELIT on examination and certification.
  • Assist students with placements and maintain detailed documentation.

6. Eligibility of Training Partners

  • Must be an NSQF-accredited institute or obtain fresh accreditation from NIELIT.
  • Should have adequate infrastructure, qualified trainers, and past experience in skill development.
  • Must not sub-contract any part of the training.

7. Selection Criteria

  • TPs already accredited need not apply afresh for the same courses.
  • A TP Selection Committee at NIELIT Kolkata will shortlist TPs.
  • Evaluation will consider:
    • Experience in skill development
    • Infrastructure, faculty, and industry linkage
    • NSQF accreditation status
    • Placement records
    • Geographic proximity to target districts

8. Empanelment Procedure

  1. Submit application in sealed envelope, superscribed with:
    • “Application against EOI Ref No: NIELIT/KOL/24-25/EELTP/EOI/3 for providing Training Facility for the project EELTP”
  2. Application must be complete with all supporting documents.

9. Eligible Beneficiaries

  • Youth belonging to Scheduled Castes (SC), Scheduled Tribes (ST), and EWS (Women) categories.
  • Must fulfill the educational eligibility criteria of the specific course.
  • Verification of caste, education, and ID proof is mandatory.

11. Duration

Course durations range from 200 to 540 hours, including training and assessment components.

12. Payment Conditions

  • TPs submit invoices post-training and certification.
  • Invoices must include biometric attendance and required documents.
  • Payment sharing model will be finalized by NIELIT Kolkata and shared with selected TPs.
  • Payment made only for certified candidates.

13. Mode of Submission

  • Physical submission of EOI application in sealed envelope.
  • Superscribe with EOI reference and project name.
  • Incomplete/late submissions or canvassing will result in disqualification.

15. Other Terms and Conditions

  • Training to follow NSQF norms and Qualification Files (see: nqr.gov.in).
  • TPs are not allowed to sub-contract training responsibilities.
  • Infrastructure requirements:
    • CCTV, power backup, computers, internet, biometric attendance, separate washrooms, etc.
  • TPs must maintain:
    • Student Registers
    • Biometric logs
    • Academic records
  • Examinations and certifications will be conducted by NIELIT HQ.
  • Placements to be facilitated through industry linkages.
  • Agreement valid for 1 year, renewable upon mutual consent.
  • NIELIT reserves the right to terminate contracts for non-compliance.
  • Disputes will be handled under jurisdiction of the TP’s district.
