Objective

• To establish two CFCs for skill development in the apparel sector.
• To train 2,000 SC beneficiaries (1,000 per location) in apparel-related job roles.
• To enhance employability and entrepreneurship among SC communities.
• To ensure market linkage and sustainable livelihood opportunities.

Scope of Work

The selected PMA will:

1. Conduct skill training for 2,000 SC beneficiaries in apparel sector job roles.
2. Set up and manage CFCs in Kamrup (Rural) and Morigaon.
3. Develop market linkages for trained beneficiaries.
4. Monitor project execution, including infrastructure setup, procurement, and industry collaboration.
5. Ensure certification through ni-msme.

Eligibility Criteria for Training Partners

1. Legal Status: Registered under Companies Act 2013/1956, Partnership Act 1932, or Societies Act 1860.
2. Experience: Minimum 7 years in skill development and MSME promotion.
3. Empanelment: Must be empaneled with ni-msme.
4. Financial Stability:

• Minimum ₹5 crore average turnover in last 5 years (2019-20 to 2023-24).
• Valid ITR & GST registration for last 3 years.

• ISO 9001:2015 (Quality Management)
• ISO 14001:2015 (Vocational Training & Livelihood)

1. Past Projects:

• Trained 5,000+ beneficiaries (Govt. schemes).
• Set up 50+ apparel training labs.
• Experience in CFC establishment & market linkage.

Selection Criteria

• Technical Evaluation (150 marks)
• Experience in skill training (20 marks)
• Industry collaboration (20 marks)
• Infrastructure development (20 marks)
• Past performance as PMA (10 marks)
• Technical Presentation (50 marks)
• Minimum qualifying score: 70% (105/150 marks)

Empanelment Procedure

• Submit proof of empanelment with ni-msme.
• Provide work orders, MoUs, and industry collaboration documents.

Eligible Beneficiaries

• SC youth from Kamrup (Rural) and Morigaon districts.
• Total Target: 2,000 beneficiaries (1,000 per location).

Job Roles / Focus Areas

1. Self Employed Tailor (SET) – Entrepreneurship in tailoring.
2. Specialized Sewing Machine Operator (SSMO) – Industrial garment stitching.

Duration

• Initial contract: 1 year (extendable based on performance).

• Payment linked to milestone achievements.
• Security deposit adjustment for successful bidder.
