1. Introduction

The Madhya Pradesh Council of Employment & Training (MAPCET), an institution fully owned by the Department of Tribal Affairs, Government of Madhya Pradesh, has released a Request for Proposal (RFP No. MAPCET/RFP/2025-26/415). The primary objective is to empanel eligible agencies as Training Service Providers (TSPs) to implement large-scale skill development and employment-oriented training programs for the Scheduled Caste (SC) and Scheduled Tribe (ST) youth of Madhya Pradesh. 2. Key Objectives of the RFP

The key objectives of this empanelment are:

  • To train unskilled and semi-skilled workers from SC/ST communities.
  • To provide technical education and NSQF-aligned skill development training.
  • To offer entrepreneurship training to encourage self-employment.
  • To ensure a minimum of 70% placement (wage or self-employment) for successfully trained candidates.
  • To organize large-scale technical skill development programs across the state.

4. Financial Conditions (Tender Fee & EMD)

  • Tender/Processing Fee: ₹5,000/- (Non-Refundable). Must be paid online via the e-procurement portal.
  • Earnest Money Deposit (EMD): ₹5,00,000/- (Five Lakhs, Refundable). To be paid online. The EMD of successful bidders will be refunded upon submission of the Performance Bank Guarantee (PBG).

5. Scope of Work & Deliverables for TSPs

The selected TSPs will be responsible for:

  • Phase I: Mobilization of candidates, Aadhaar-linked biometric/OTP attendance, conducting NSQF-compliant training, sharing fortnightly progress reports, and preventing dropouts.
  • Phase II: Conducting skill assessments, ensuring a minimum of 70% placement with 3-month post-placement tracking (including desk, telephonic, and physical verification), and supporting self-employment ventures.
  • Using the official MAPCET portal (https://mapcet.mp.gov.in) for all candidate registrations and monitoring.
  • Subletting or franchising of training targets is strictly prohibited and will lead to blacklisting.

6. Eligibility Criteria for Training Partners

To be eligible, agencies must meet the following mandatory criteria:

  • Legal Status: Certificate of Incorporation/Registration under relevant Acts (Companies Act, Society Registration, etc.).
  • Experience: Minimum consolidated experience of training 3000 candidates and placing 2000 candidates in the last four financial years (FY 2021-22 to 2024-25).
  • Financial Capability: Average annual turnover of at least ₹10.00 Crores in the last four financial years.
  • Employment Assurance: MoU/Letter of Intent (LOI) from reputed employers for placement assurance of a minimum of 500 candidates per year.
  • Documentation: Valid PAN, GST, EPF, and ESIC registrations; a declaration of not being blacklisted on a ₹1000 non-judicial stamp paper.

7. Selection & Evaluation Criteria

The evaluation will be based on a 100-mark system:

  • Part-A: Technical Proposal (85 Marks)
    • Legal Status & MP Presence: 10 Marks
    • Technical Capability (Experience, Trainings, Placements): 30 Marks
    • Financial Capability (Turnover, Net Worth): 30 Marks
    • Industry Tie-ups/MoUs: 15 Marks
  • Part-B: Technical Presentation (15 Marks)
    • Understanding of skill development, approach, infrastructure, etc.

8. Empanelment Procedure & Target Allocation

  • Empanelment Validity: The empanelment will be valid for three years, extendable by two years based on performance.
  • Target Allocation: Empanelment does not guarantee a work order. Targets will be allocated based on a priority system:
    • Priority 1 (Category A): Captive Employers (40% of total targets reserved).
    • Priority 2 (Category B): Agencies with >5000 trained & >70% placement in MP.
    • Priority 3 (Category C): Agencies with >3000 trained & >50% placement in MP.
  • Work orders for subsequent years will be issued only upon achieving 50% of the annual training target and 40% placement with 3-month tracking.

9. Eligible Beneficiaries

The training programs are exclusively for Scheduled Caste (SC) and Scheduled Tribe (ST) youths of Madhya Pradesh.

10. Job Roles / Focus Sectors

Training must be provided in NSQF-compliant, live job roles across various sectors, including but not limited to:

  • Agriculture, Automotive, Beauty & Wellness, BFSI, Construction, Healthcare, IT/ITES, Retail, Tourism & Hospitality, Telecom, Green Jobs, and many more as per Sector Skill Council (SSC) guidelines.

11. Duration, Funding & Payment Terms

  • Training Duration: As per the NSQF norms for the specific job role (minimum 200 hours).
  • Funding: Training costs will be reimbursed as per the MoSDE Common Cost Norms (Gazette dated 5th Jan 2021). Category-wise per-hour rates are:
    • Category I: ₹49.00
    • Category II: ₹42.00
    • Category III: ₹35.10
  • Boarding & Lodging: Reimbursable as per city category (X, Y, Z, Rural).
  • Payment Milestones:
    • 30% on training commencement.
    • 40% on successful certification.
    • 30% after 70% verified placement (3 months of continuous employment).

12. Performance Bank Guarantee (PBG)

A PBG amounting to 3% of the sanctioned project cost must be submitted at the time of signing the agreement, valid for 36 months.

13. Mode & Address of Submission

14. Other Important Terms & Conditions

  • Confidentiality: All information provided in the RFP is confidential.
  • Sub-let/JV: Sub-letting or forming Joint Ventures for this project is not allowed.
  • Governing Law: The contract shall be governed by Indian law, with legal jurisdiction in Bhopal, MP.
  • Blacklisting: Submission of false information or corrupt practices will lead to disqualification, forfeiture of EMD/PBG, and blacklisting from all future MAPCET programs.
