Rajasthan Skill and Livelihoods Development Corporation (RSLDC) has issued an Expression of Interest (EOI) for empanelment of Training Partners to implement the Mukhya Mantri Kaushal Vikas Yojana (MMKVY) for the financial year 2026-27. This skill development tender aims to engage eligible agencies to provide industry-relevant skill training to youth, women, and marginalized groups across Rajasthan. The project is divided into three categories: RAJKVIK (Cat-I), SAKSHM (Cat-II), and SAMARTH (Cat-III).

Important Update: Relaxation in Eligibility
A corrigendum has been issued providing significant relaxations to encourage wider participation:
- Extension of Submission Deadline: The last date for online proposal submission has been extended to 23 February 2026.
- Relaxation in Minimum Turnover: The minimum average annual turnover requirement for both skill and non-skill background agencies has been reduced from Rs. 50 Lakhs to Rs. 30 Lakhs for the purpose of evaluation.

Scope of Work
The selected Training Partner will be required to:
- Establish Skill Development Centres (SDCs) with minimum 30-seat capacity.
- Impart training in NSQF-aligned job roles.
- Ensure placement (Cat-I & II) or self-employment (Cat-II) for trained youth.
- Install Aadhar-enabled biometric attendance (AEBAS) and IP-based facial recognition systems.
- Conduct third-party assessment and certification (Cat-I & II).
- Provide post-placement tracking for 1 year.
- Submit success stories and maintain records for audit.
Eligibility of Training Partners (Post-Relaxation)
Agencies must fall under Category A (A1/A2) or Category B. The minimum average annual turnover for evaluation is now Rs. 30 Lakhs.
Category A1 (Skill Background):
- Avg. annual turnover from skill projects (Post-Relaxation Base: Min. ₹30 Lakhs):
- Cat-I: ₹3 Cr+
- Cat-II: ₹1.5 Cr+
- Cat-III: ₹0.75 Cr+
- Minimum active SDCs: 5 (Cat-I), 3 (Cat-II), 2 (Cat-III).
- Min. trained/placed candidates as per category.
Category A2 (Non-Skill Background):
- Avg. annual turnover from other business (Post-Relaxation Base: Min. ₹30 Lakhs):
- Cat-I: ₹7 Cr+
- Cat-II: ₹5 Cr+
- Cat-III: ₹2.5 Cr+
- Min. 1 govt./CSR project experience.
Category B (Skill Background with relaxed criteria):
- Avg. annual turnover (Post-Relaxation Base: Min. ₹30 Lakhs):
- Cat-I: ₹1 Cr+
- Cat-II: ₹0.75 Cr+
- Cat-III: ₹0.30 Cr+
- Min. 1 SDC operational for 1+ year.
Govt. institutions/PSUs are exempt from financial eligibility.
Selection Criteria
Grading will be based on the revised Evaluation Matrix (Annexure 15 a & b) covering parameters like:
- Annual turnover (with revised slabs starting at ₹30 Lakhs)
- Number of SDCs established
- Youth trained & placed
- Placement tie-ups
- Women-focused programs
- Govt. project experience
- Priority district applications
Empanelment Procedure
- Online submission via RSLDC SSO portal by 23 Feb 2026.
- Hard copy submission to RSLDC office by 05 Mar 2026.
- Scrutiny by RSLDC committee using the revised evaluation matrix.
- Shortlisting based on grading mechanism.
- Issue of Empanelment & Sanction Order.
- Signing of MoU within 45 days.
- SDC registration on ISMS portal.
Eligible Beneficiaries
- School/college dropouts or unemployed youth domiciled in Rajasthan.
- Focus on women, marginalized groups, and priority districts.
Total Target to be Trained
- Target allocation ratio: Category A : Category B = 80 : 20.
- District-wise targets will be allotted post-budget approval.
Job Roles / Focus Areas
- New-age sectors: AI, Drone Tech, Green Energy, Big Data Analytics.
- Traditional heritage trades of Rajasthan.
- Job roles must be selected from the approved MMKVY course list on RSLDC website.
Project Duration
- 1 year from MoU signing, extendable by another year based on performance.
Funding & Payment Conditions
- Training cost per hour varies per category (as per MMKVY guidelines).
- Payment disbursement in 30:40:30 ratio against utilization certificates.
- Revisions in per-hour cost will apply from notification date.

Other Key Terms & Conditions
- One agency can apply under only one category.
- No joint ventures / SPVs allowed.
- Blacklisted agencies are ineligible.
- SDC must be established within 45 days of sanction.
- 5% cap on targets per sector.
- RSLDC reserves the right to accept/reject any proposal without assigning reason.
