Objective

EMD, Tender Fees, and Processing Fees

Scope of Work

The selected agency (ies) will be responsible for a comprehensive turnkey setup, which includes:

  1. Infrastructure Setup: Establishing classrooms and lab infrastructure, including partitions, to accommodate 30 candidates each.
  2. Equipment Provisioning: Supplying and installing all required equipment as listed in the tender (Annexure A-1), including classroom aids (projectors, furniture), lab aids (stools, almirahs), reception aids (AEBAS devices, CCTV cameras, PCs), and miscellaneous items.
  3. Timely Execution: Completing the setup within 15 days from the issuance of the work order.
  4. Maintenance: Ensuring proper functioning of all equipment throughout the project duration. Any damage or malfunction must be repaired or replaced within 2 working days at the agency’s own cost.
  5. Additional Installations: Providing active internet connections for AEBAS, installing CCTV cameras, and ensuring consumable items are stocked.

Eligibility Criteria for Training Partners

Agencies must meet the following criteria to be considered for this skill RFP:

  1. Legal Entity: Must be a Company, Partnership Firm, Proprietorship Firm, Public Sector Undertaking, Society, Trust, NGO, Corporation, or Sector Skill Council. (Sole proprietorship and consortium are not eligible).
  2. Establishment: Must have been established on or before 01-04-2024.
  3. Financial Turnover: Must have a minimum average annual turnover of INR 50 Lakhs from any business for the financial years 2023-24 and 2024-25.
  4. Experience:
    • Must have prior experience running skill training at their own centre (with a valid accreditation certificate from an SSC) OR
    • Prior experience setting up a skill training centre for another agency/department between 01-04-2023 and the application date.

Selection Criteria

The selection process is a two-step procedure:

  1. Eligibility Check: Proposals will first be evaluated based on the eligibility criteria detailed in Annexure B, B1, C, and D. Only agencies that meet all six eligibility criteria will qualify for the next stage.
  2. Financial Bid Evaluation: The eligible agencies’ financial bids (Annexure E) will be opened. The agency quoting the lowest all-inclusive monthly cost for a specific job role will be selected as the successful agency for that particular job role.

Empanelment Procedure

  • Interested agencies must submit their applications online via the e-procurement portal.
  • The selected agency must submit a Performance Bank Guarantee (PBG) of 10% of the total project cost within 07 days of the work order. The PBG is valid for 180 days beyond the project’s expiry.
  • The successful agency must establish an office in Punjab and provide Punjab GST Registration within 30 days of allotment. All billing must be done through this Punjab GST number.
  • An undertaking must be provided stating that all electronic equipment is not older than 3 years.

Duration, Funding, and Payment Conditions

  • Project Duration: The classroom and lab setup is required for a duration of either 8 months or 12 months, depending on the job role and center. This duration is subject to change by PSDM.
  • Payment: Rent payments to the agency will commence only after a verification report is received from the District Program Management Unit (DPMU) and/or accreditation by the concerned Sector Skill Council (SSC).
  • Payment Conditions: Payments are contingent upon the satisfactory setup and continuous maintenance of the infrastructure. If training is extended due to the agency’s failure to maintain equipment, no rent will be paid for the extended period.

  • Inspection: The infrastructure is subject to inspection by PSDM, Sector Skill Councils (SSCs), Awarding Bodies, and District Administration at any time.
  • Safety: PSDM will not be liable for the safety of the equipment; the agency is fully responsible for security and safekeeping.
