6. Eligibility Criteria for Training Partners

To qualify for this skill RFP, agencies must meet strict eligibility norms:

  • Legal Entity: Must be a Private/Public Ltd. Company, LLP, Section 8 Company, Society, NGO, or Trust with a minimum of 5 years of existence. Must have GST, PAN, and be a training partner with NSDC.
  • Financial Turnover: An average annual turnover of at least ₹14 Crores from the skill sector only, over the last three financial years (FY 2021-22, 2022-23, 2023-24/24-25), certified by a statutory auditor.
  • Experience: Minimum 5 years of experience in skill programs. Must have trained at least 3,000 candidates under NSQF-aligned programs in the last five years, with 60% assessed and 40% placed.
  • Organizational Strength: Must have TOT-certified trainers (minimum two per trade) and furnish at least three Letters of Intent (LoIs) from placement agencies.
  • Blacklisting: The bidder must not be blacklisted by any Central/State Government organization.

7. Selection Criteria and Empanelment Procedure

The evaluation will follow a Quality and Cost-Based Selection (QCBS) method with a 70% weightage for technical quality and 30% for cost.

  • Stage 1: Pre-eligibility compliance check.
  • Stage 2: Detailed technical scoring. Bidders must score a minimum of 60 marks to qualify. Marks are awarded for financial turnover, relevant project experience, and a technical presentation (understanding of the project, implementation plan, placement track record).

8. Eligible Beneficiaries and Total Target

  • Target: The agency must train a total of 1,440 beneficiaries over a period of three (3) years, targeting 120 beneficiaries per quarter.
  • Beneficiary Profile:
    • Age: 18-35 years.
    • Priority: SC, ST, OBC, and EWS categories.
    • Geographical Coverage: Priority to residents of Belgaria and Karamatand townships, followed by families in vulnerable mining sites, and finally the host population within a 0-5 km radius.

9. Job Roles, Course Details, and Duration

The program focuses on the Logistics and Retail sectors. The total training duration for each role is approximately 2-3 months.

  • Warehouse Executive (QP Code: LSC/Q0301) – 600 Hours
  • E-commerce Delivery Associate (QP Code: LSC/Q2603) – 570 Hours

10. Funding and Payment Conditions

Payment is milestone-based, linked to successful delivery:

  • 1st Installment (25%): After mobilization and enrollment of the first cycle and setup of facilities.
  • 2nd Installment (60%): After completion of training, certification, and 70% successful placement for each cycle. (“Successful placement” requires the candidate to be employed for six months).
  • 3rd Installment (15%): After the completion report from the Placement Monitoring Cell, verifying long-term outcomes.
  • Performance Security: The successful bidder must submit a 5% Performance Bank Guarantee (PBG) valid for the contract term plus six months.
  • Liquidated Damages: Levied for delays or failure to meet service levels, capped at 5% of the contract price.
