2. Objective
The primary objectives of this skill RFP (Request for Proposal) are:
- To identify, assess, and empanel competent Training Partners to support MSSDS in advancing skill development in the Green Jobs and Hydrocarbon sectors.
- To establish Training Centres across Maharashtra to conduct NSQF-aligned skill development programs.
- To build a skilled workforce for emerging clean energy, sustainability, and hydrocarbon industries, thereby creating employment-ready candidates.
- To enhance the participation of women and transgender candidates, promoting inclusivity.

4. Tender Fee and Earnest Money Deposit (EMD)
- Tender Fee: A non-refundable fee of ₹20,000/- (Twenty Thousand Only) must be paid online via NET Banking on the Mahatenders portal.
- Earnest Money Deposit (EMD): An amount of ₹2,00,000/- (Two Lakh Only) is required to be paid online via NET Banking. The EMD is refundable and non-interest bearing.

5. Scope of Work for Empanelled Training Partners
The empanelled agencies, upon receiving a work order, will be responsible for the end-to-end execution of skill development programs. The broad scope of work includes:
- Establishing Training Centres: Setting up training centres with adequate infrastructure, labs, and classrooms as per NSDC guidelines.
- Mobilization of Trainees: Conducting ground-level mobilization and counselling of candidates at their own cost.
- Training Delivery: Imparting NSQF-aligned training as per the prescribed curriculum, with a focus on both theoretical and practical skills.
- Batch Management: Creating batches of 20-30 trainees and capturing attendance through an Aadhaar-linked biometric system.
- Assessments & Certification: Facilitating internal and final assessments through MSBSVET/NCVET approved agencies.
- Placement & Post-Placement Tracking: Ensuring a minimum 75% placement rate, providing at least three placement opportunities per candidate, and tracking their employment status for six months.
- Reporting: Submitting regular progress reports on the MSSDS online MIS platform.
6. Eligibility Criteria for Training Partners
The eligibility of training partners is divided into two categories:
A. Agencies Exempt from Specific Pre-Qualification (Clause 9.1):
- Government/Semi-Government Agencies (MSRLM, MAVIM, KVK).
- Government ITIs, Polytechnics, Engineering Colleges, and Universities.
- Central Institutes like CIPET, IDEMI.
- Corporate Training Institutes (Tata Strive, Mahindra) and Govt. approved Private Engineering Colleges/ITIs/Polytechnics.
B. Minimum Pre-Qualification Criteria for Other Bidders (Clause 9.2):
- Legal Entity: Must be a legally registered organization (Company, Partnership, LLP, Society, or Trust).
- Financial Standing:
- Positive net-worth as of 31st March 2025.
- Minimum annual turnover of Rs. 1.0 Crore from skill development training activities in each of the last three financial years (FY 2022-23, 2023-24, 2024-25), with no losses in any of these years.
- Experience:
- Minimum of 5 years in existence.
- Must have trained at least 500 candidates in skill development programs in the last 5 years.
- Must have a placement rate of at least 75% .
- Operational Presence: Must have a registered office in Maharashtra with active operations for a minimum of 5 years.
- Accreditation: Should be accredited with NSDC or MSBSVET/MSSDS. If not, the bidder must obtain accreditation within 60 days of empanelment.
C. Startup Eligibility:

7. Empanelment Procedure and Selection Criteria

- Part B: Technical Presentation (20 Marks): Shortlisted bidders (who score 60+ in Part A) must give a presentation on their organizational capability, approach, team structure, and infrastructure.
- Final Qualification: Bidders must secure a minimum of 70 marks out of 100 (combined Part A and Part B) to qualify for empanelment.
8. Eligible Beneficiaries and Total Target
- Eligible Beneficiaries: Unemployed youth in the state of Maharashtra, with a special emphasis on enhancing the participation of women and transgender candidates as per Government regulations.
- Total Target to be Trained: The initial target is to train 800 candidates across Maharashtra in approved Green Jobs and Hydrocarbon job roles, with completion by 31st March 2026. Further targets will be allocated annually to empanelled partners based on performance.
9. Job Roles, Courses, and Focus Areas

- 30% : On commencement of the batch and submission of a batch freeze report with 7 days’ biometric attendance.
- 30% : On completion of training, certification of candidates, and submission of required documents.
- 20% : On achieving 75% placement of passed candidates and submitting proof of employment for three months.
- 20% : On submitting proof of sustained employment for six months and project/batch closure report.

12. Other Important Terms and Conditions
- Performance Bank Guarantee (PBG): The selected bidder must submit a PBG of 3% of the work order value within 7 working days.
- Penalty Clause: Penalties include financial deductions (0.1% per week of delay) and potential contract termination for non-performance, fake enrolments, or lack of infrastructure.
