2. Objective

The primary objective of this third-party evaluation is to conduct a comprehensive assessment of NIESBUD’s training programmes. The study will focus on:

  • Assessing the relevance, effectiveness, efficiency, and sustainability of the programmes.
  • Analyzing the impact on participants, including capacity building, entrepreneurial ventures established, employment generation, and income enhancement.
  • Evaluating inclusiveness by analyzing participation and outcomes across gender, regions, and socio-economic categories.

3. Scope of Work

The selected agency will undertake a comprehensive evaluation covering all major programme categories conducted by NIESBUD across all States/UTs in the last three financial years. The scope includes:

  • Coverage of Programmes: Evaluation of programmes such as Entrepreneurship Awareness Programme (EAP), Entrepreneurship Development Programme (EDP), Entrepreneurship-cum-Skill Development Programme (ESDP), Management Development Programme (MDP), Training of Trainers (ToT), Faculty Development Programme (FDP), and Training Programme for Banking Correspondents (IIBF).
  • Methodology: A mixed-method approach integrating quantitative and qualitative tools. This includes multi-stage stratified sampling, face-to-face surveys (60%), online/telephonic interviews (40%), in-depth interviews, focus group discussions, and case studies.
  • Peer Benchmarking: A structured comparison of NIESBUD’s training design, curriculum, delivery, and quality assurance with EDII, Ahmedabad, and against relevant international standards.

  • Field Capability: Demonstrable capacity for large-scale, multi-state fieldwork.
  • Financial Capacity: Minimum average annual turnover of ₹3 crore over the last three financial years.
  • Conflict of Interest: Organizations currently implementing NIESBUD’s training programmes are not eligible.

5. Selection Methodology (QCBS)

The selection of the agency will be based on the Quality and Cost Based Selection (QCBS) method, with 70% weightage for technical quality and 30% for financial cost. Only bidders scoring a minimum of 60 marks out of 100 in the technical evaluation will be considered for the financial bid opening.

Technical Bid Evaluation Criteria (70% Weightage):

6. Empanelment / Selection Procedure

This is a one-time assignment selection, not an empanelment for future projects. The procedure is as follows:

  1. Pre-Bid Meeting: A virtual/physical pre-bid meeting will be held on 13th March 2026 at NIESBUD, Noida.
  2. Submission: Bidders must submit their proposals online via the CPP Portal (eprocure.gov.in) by the deadline.
  3. Technical Evaluation: A committee will evaluate the technical bids of all applicants.
  4. Financial Evaluation: The financial bids of technically qualified bidders (those scoring 60+ marks) will be opened.
  5. Award of Contract: The contract will be awarded to the bidder with the highest combined score based on QCBS.

7. Eligible Beneficiaries for the Study

The beneficiaries for this particular study are the participants of NIESBUD’s training programmes from the last three financial years. The selected agency will interact with:

8. Total Target to be Covered (Sample Size)

The evaluation agency is required to cover a massive sample of 20,255 participants for primary data collection. This is broken down as 5% of the total participants for each financial year:

  • FY 2022-23: 2,826 respondents (out of 56,519)
  • FY 2023-24: 6,128 respondents (out of 1,22,563)
  • FY 2024-25: 11,270 respondents (out of 2,25,932)
  • Total Universe: 4,05,104 participants.

10. Duration of the Assignment

The entire assignment, from signing the contract to submission of the final report, must be completed within 6 (six) months. The key deliverables with timelines are:

  • Completion of Field Data Collection: Within 3 months.
  • Draft Evaluation Report: Within 4 months.

11. Funding and Payment Terms

  • Tender Fee: There is no tender fee for this RFP.
  • EMD (Earnest Money Deposit): A sum of ₹50,000 must be submitted. MSME/NSIC/Startups (DPIIT recognized) are exempted.
  • Performance Security: The successful bidder must submit a Bank Guarantee for 10% of the total contract value within 15 days of the award.

12. Mode of Submission and Address

  • Physical Submission: While the proposal is online, the physical EMD instrument (DD/BG) must be sent to the Director, NIESBUD, A-23, Sector – 62, Noida, Uttar Pradesh.
  • Documents Required: The technical bid must include incorporation documents, experience certificates, EMD proof, PAN/GST, CVs of the team, a detailed methodology note, and an undertaking of not being blacklisted.

13. Other Terms and Conditions

  • Validity of Proposal: Bids must remain valid for 120 days from the last date of submission.
  • Intellectual Property Rights (IPR): All data, reports, and tools generated will be the sole intellectual property of NIESBUD. The agency cannot share or publish findings without prior written permission.
  • Penalty for Delay: A penalty of 2% of the total contract cost per month of delay may be imposed for the late submission of the final report.
