Objective
The primary objective is to empanel competent Project Implementing Agencies (PIAs) to deliver structured skill training programs under DDU-GKY 2.0. The goal is to enhance the employability of rural youth, ensure placement with dignified wages, and contribute to the national skill development mission through this skill RFP.

Scope of Work
The selected agencies will be responsible for:
- Implementing training programs in compliance with DDU-GKY 2.0 guidelines.

- Ensuring a minimum training duration of 576 hours (3 months).
- Meeting the prescribed category-wise training targets (SC, ST, Women, PwD).

Eligibility of Training Partners
Entities must meet the following criteria:
- Operational for the past three years.
- Possess valid EPPO/ESIC/Factory registration, TIN/TAN/GST Number.
- Maintain a valid bank account linked with Aadhar/PAN.
- Demonstrate a minimum turnover of ₹25 Crores.
- Show Positive Net Worth in at least two of the last three financial years.
- Have a minimum of two years of training experience.
- Operate an existing training centre meeting prescribed infrastructure norms.
- Have provided employment to 500 or more individuals in own or subsidiary companies in the last three years.
- Explicit Exclusion: “Manpower Supplying companies are not eligible.”
Selection Criteria
Proposals will be appraised based on:
- Strict adherence to DDU-GKY Guidelines, SOPs, and notifications from MoRD and UPSDM.
- Compliance with sub-category training targets.
- Quality of the proposal and alignment with DDU-GKY 2.0 framework.
- Past performance records; negative feedback from competent authorities may lead to rejection.
Empanelment Procedure
- Online submission of proposals via https://kaushal.rural.gov.in.
- Appraisal based on eligibility, compliance, and past performance.
- Allocation of districts and targets at the sole discretion of UPSDM.
- Priority given to Aspirational Districts and projects for Special Categories (PwD, Manual Scavengers, Women-Headed Households).
- Empanelment can be revoked at any stage for poor performance.

Training must adhere to the following minimum percentage targets:
- Scheduled Castes (SC): 45%
- Scheduled Tribes (ST): 1%
- Women: 33%
- Persons with Disabilities (PwD): 5%
- Others: 54%

Job Roles or Course Focus Area
- Training must be aligned with approved Qualification Packs (QPs) and National Occupational Standards (NOS).
- Clubbing of two or more QPs is not allowed under DDUGKY 2.0.
- Independent NOS and micro-credentials can be added to meet the minimum 576-hour duration requirement.
- The latest list of trades is available on the Trade Master in the Kaushal Bharat Portal.
Duration
- Minimum duration: 3 months (576 hours).
- Minimum Domain Training: 396 hours. If selected domain hours are less, NOS/micro-credentials can be added.
- Non-Domain Training: 180 hours.
- Maximum Domain Training: Not to exceed 600 hours; clubbing is not permitted if domain hours exceed 396.

- Mode: Online submission only via the official portal: https://kaushal.rural.gov.in
- Deadline: Proposals must be submitted on or before 20th February 2026.
- Proposals submitted through any other mode will not be considered.
Other Terms and Conditions
- UPSDM reserves all rights regarding the allotment of Targets, Districts, and Trades.
- This EOI is published based on the SOP issued by MoRD, GoI, and is subject to subsequent amendments.
- Agencies must comply with all updates/modifications to DDU-GKY guidelines issued by MoRD/UPSDM.
- If negative feedback or reports of poor performance are received from any past competent authority, the agency is liable to be rejected or terminated at any stage, without prior notice.
