Objective

The primary objective of this tender is to select experienced training providers to impart skill development training to SC youth. The goal is to enhance their employability and secure them gainful employment in relevant sectors, thereby contributing to their socio-economic empowerment.

Scope of Work

The selected training partner(s) will be responsible for the end-to-end execution of the training program, including:

  1. Mobilization & Registration: Creating awareness, counselling candidates and parents, and registering eligible SC youth. Registration may be done through a dedicated portal.
  2. Training Delivery: Imparting training in courses aligned with QP-NOS (Qualification Pack – National Occupational Standards) approved by the National Skill Development Corporation (NSDC).
  3. Infrastructure: Establishing and operating training centers that meet specified standards. Centers must display CEL/client logos prominently.
  4. Attendance & Monitoring: Implementing Aadhaar-based biometric attendance systems for both trainers and trainees.
  5. Assessment: Conducting assessments through the respective Sector Skill Councils (SSCs).
  6. Placement & Tracking: Ensuring successful placement of trained candidates with a minimum gross remuneration not below the state’s minimum wages. Post-placement tracking and counselling for 6 months is mandatory.

Eligibility of Training Partners

  • This is a Limited Tender open only to vendors already empanelled with CEL.
  • New vendors who wish to participate in future tenders must enroll through an Open Expression of Interest (EOI) published on CEL’s website.

Selection Criteria

The tender will be awarded to the bidder offering the highest Net Revenue Share (NRS) to CEL on the total project value.

  • Project Value: Approximately ₹45.00 Crores (subject to revision as per Government gazette notifications).
  • The financial bid must quote a single NRS percentage (in figures and words) for the entire project.

Empanelment Procedure

For new vendors not empaneled with CEL:

  1. Monitor CEL’s official website (www.celindia.co.in) for Open EOI announcements for similar projects.
  2. Submit technical and financial credentials as specified in the EOI.
  3. Upon successful evaluation, get empaneled to become eligible for future limited tenders.

Eligible Beneficiaries

  • Target Group: Scheduled Caste (SC) Youth from Uttar Pradesh.
  • Eligibility: Candidates must be registered on the scheme’s portal. The training provider must verify original documents (including Aadhaar) at the time of enrollment. The list of candidates must be vetted and approved by CEL/District Skill Committees.

Total Target to be Trained

The exact number of candidates will be as per the order issued by the end client. The project involves establishing training centers across 22 Janpads (districts) in Uttar Pradesh.

Job Roles / Courses / Focus Area

Training must be imparted in courses and curricula developed by the respective Sector Skill Councils (SSCs) and approved by the NSDC, based on QP-NOS.

Duration

The project timeline will be communicated separately after the issuance of the Purchase Order (PO). The contract duration may be extended if the end client extends CEL’s contract.

Funding and Payment Conditions

Payment Milestones for Non-Residential Training (Batch Mode):

Key Payment Terms:

  • Back-to-Back Basis: Payment to the vendor is contingent upon CEL receiving payment from its end client.
  • No Advance Payment.
  • GST is extra and will be paid as per actuals.
  • Other Direct Expenses (e.g., PBG processing charges, CEL’s travel expenses during project monitoring) will be deducted from the vendor’s payments.

Performance Bank Guarantee (PBG)

  • The successful bidder must submit a PBG of ₹1,00,000 per Janpad.
  • Total Consolidated PBG: ₹22,00,000 (for 22 Janpads).
  • The PBG must be submitted with the first milestone invoice and remain valid for 1 year.
  • Failure to submit the PBG will result in a hold on payments worth 120% of the PBG amount.

Other Important Terms and Conditions

  • Validity of Bid: 30 days from the date of opening.
  • Deviation: No deviations from technical specifications, terms, and conditions are allowed. Bids with deviations will be rejected.
  • Liquidated Damages (LD): LD clauses as levied by CEL’s client will be applied to the vendor. CEL reserves the right to impose an additional LD of up to 10% of the PO value.
  • Arbitration: Disputes will be referred to a sole arbitrator appointed by the CMD of CEL. The place of arbitration will be Delhi.

  • CEL’s Rights: CEL reserves the right to accept or reject any or all bids without assigning any reason.
