
1. Introduction
The Government of Karnataka, in collaboration with the Aaladamara Foundation, has initiated the Emergency Care and Recovery Centres (ECRC) Programme to provide shelter and mental health services to homeless persons with mental illness. The first 25-bed centre has been established at CV Raman Hospital, Bengaluru. The programme aims to expand similar facilities across all district hospitals in Karnataka by engaging eligible Non-Governmental Organizations (NGOs).
The ECRC model focuses on clinical, psychological, and social care with an emphasis on personal recovery, social inclusion, and rehabilitation. Key features include open wards, human rights cells, grievance redressal mechanisms, and outreach services.

2. Objective
- To establish ECRCs (up to 30 beds) in all district hospitals for homeless persons with mental illness.
- Provide multidisciplinary care (psychiatric, medical, psychological, and social support).
- Ensure rehabilitation, skill development, and reintegration into society.
- Operate without additional financial burden on the government.
3. Key Dates

4. Earnest Money Deposit (EMD) & Tender Fees

5. Scope of Work
Selected NGOs will be responsible for:
- Street-based outreach to identify homeless persons with mental illness.
- Admission and inpatient care at ECRC.
- Medical & psychiatric care (including co-morbidities like TB, diabetes, etc.).
- Psychological therapy & social rehabilitation.
- Vocational training & skill development.
- Grievance redressal & legal aid services.
- Reintegration & aftercare support.
- Monthly reporting to the Commissionerate of Health & Family Welfare.
6. Eligibility Criteria for NGOs
Mandatory Requirements:
- Registered under the Trust Act or Society Registration Act.
- Valid PAN, GST, 80G & 12A certificates.
- DARPAN Unique ID (NGO must be registered on the Darpan Portal).
Experience & Capacity:
- Minimum 3 years of experience in mental health/PWMI (Persons with Mental Illness) projects.
- Prior collaboration with government departments (health/mental health projects preferred).
- Annual turnover ≥ ₹50 lakhs (as per audited financials for last 3 years).
- Infrastructure: Own office, trained staff, and transportation facilities (preferred).
Staffing Requirements:
- Multidisciplinary team (psychiatrists, nurses, social workers, healthcare staff).
- Women professionals in key roles (preferred).
7. Selection Criteria
NGOs will be evaluated based on:
- Legal & Financial Compliance (registration, turnover, audits).
- Relevant Experience (mental health projects, govt. collaborations).
- Geographical Reach (districts/taluks covered).
- Staff Expertise (qualified professionals with ≥3 years’ experience).
- Infrastructure & Logistics (office, training facilities, transport).
(Non-compliant or incomplete proposals will be rejected.)
8. Eligible Beneficiaries
- Homeless persons with mental illness (including women).
- Individuals with co-occurring disorders (e.g., TB, diabetes, skin diseases).
9. Job Roles & Focus Areas

- Nurses & Healthcare Workers (daily care).

10. Duration of Contract
- Initial term: 36 months (extendable based on performance).
11. Payment Conditions
- No financial commitment from the government (NGOs must self-fund operations).
- NGOs must cover staff salaries, outreach, rehabilitation, and logistics.

14. Other Terms & Conditions
- Modifications: Any changes to EOI will be updated on KPPP.
- Rejection Rights: Govt. reserves the right to reject any/all EOIs without explanation.
- Blacklisting: NGOs failing to comply may face disqualification/blacklisting.
- Affidavit Requirement: NGOs must submit an affidavit confirming no blacklisting by any govt. body.
