Introduction

The National Institute of Technology Hamirpur (NITH), appointed as the Nodal Agency by DDMA Hamirpur, invites Expression of Interest (EOI) from reputed Training Organizations, Institutes, Firms, NGOs, and Registered Societies to provide Residential Training Facilities for masons, carpenters, and bar binders under the “Scheme for Training on Hazard-Resistant Construction.” The program aims to enhance disaster-resilient construction practices, particularly for earthquake-prone regions.

Objective

The primary objective is to empanel experienced training partners to deliver residential training programs covering:

  • Hazard-resistant construction techniques
  • Practical skill development
  • Disaster risk reduction in building practices

EMD (Earnest Money Deposit)

  • Amount: ₹18,000 (via Demand Draft/FDR in favor of The Registrar, NIT Hamirpur)
  • Refund: Unsuccessful bidders will receive EMD back after the process. Successful bidders must submit a Performance Bank Guarantee (PBG) of ₹27,000 before contract award.

Scope of Work

The selected agency must provide:

  1. Training Infrastructure:
    • 2 training halls (25 participants each)
    • Residential rooms (50 trainees, max 3 per room) with CCTV
    • Kitchen, dining hall (60+ capacity), hygienic toilets
    • Open space for practical sessions
  2. Logistics:
    • 3 meals/day + tea/snacks
    • First aid kit and emergency vehicle
  3. Training Management:
    • Mobilization of trainees
    • Documentation (attendance, feedback, digital records)
    • Post-training support

Eligibility of Training Partners

Mandatory Criteria:

  • Registration: Valid Certificate of Incorporation/MoA/Government Order
  • Financial Turnover: Minimum ₹30 lakhs collectively in the last 3 years (audited)
  • Experience: Successfully trained 300+ masons/carpenters in disaster-resistant construction (last 3 years)
  • Staff: 4 on-roll employees (2 for documentation, 2 for maintenance)
  • Infrastructure: Ownership/lease agreement for training facilities within 25 km of NIT Hamirpur

Selection Criteria

  1. Technical Evaluation (Phase-I): Document verification (Clause 6a).
  2. Site Visit (Phase-II): Physical verification of facilities.
  3. Financial Bid (Phase-III): Only for technically qualified bidders.

Empanelment Procedure

  • Initial validity: 1 year (extendable based on performance).
  • Performance Security: ₹27,000 PBG required upon selection.

Eligible Beneficiaries

  • Masons, carpenters, and bar binders from Hamirpur district.

Total Target Trained

  • Batch Size: 50 trainees (2 parallel batches of 25 each).
  • Duration per Batch: 6 days (6+ teaching hours/day).

Job Roles & Focus Area

  • Course: Hazard-resistant construction (earthquake focus).
  • Practical Training: Cement, sand, reinforcement handling, bar cutting, masonry tools.

Funding & Payment Terms

  • Additional Funds: ₹4,000 per batch for materials.
  • Milestone Payments:
    • 100% payment within 4 weeks of batch completion.
