NIELIT Kolkata, under MeitY, invites applications from training institutions to conduct skill training and get their students certified. Institutes will offer approved courses, and NIELIT will manage registration, assessment, and certification.
This initiative is aimed at standardizing skill training and expanding digital skilling and certification across West Bengal.

2. Objective
- To promote industry-relevant training in IT, Electronics, and emerging tech.
- Enable students to receive nationally recognized certification.
- Facilitate employment-readiness through a structured assessment and certification system.
- Empower accredited/experienced institutions to participate in NIELIT’s skilling ecosystem.
3. Key Dates
- EOI Issue Date: 01 April 2025
- Last Date for Submission: 31 March 2026
- The EOI remains valid for the entire financial year 2025–26.

5. Scope of Work
Institutes will:
- Mobilize, register, and train students.
- Conduct training as per NIELIT-specified syllabi.
- Maintain minimum infrastructure and faculty standards.
- Facilitate assessment conducted by NIELIT Kolkata.
- Support NIELIT in certification processes and re-examinations.

NIELIT Kolkata will:
- Oversee student registration, examinations (practical/viva), and certifications.
- Offer two exam attempts per student.
6. Eligibility of Training Partners
Eligible entities include:
- NIELIT Accredited or Affiliated institutes
- ESDM TPs, NSDC TPs, Webel-affiliated institutes
- CSC centers, NGOs, and Charitable Trusts with relevant experience
- Institutes with experience in industry-linked courses (e.g., AI, IoT, ML, Blockchain, Multimedia)
7. Selection Criteria
While specific scores are not mentioned, selection will depend on:
- Existing affiliations (NIELIT, NSDC, ESDM, etc.)
- Infrastructure and faculty profile
- Prior experience in skilling and placement
- Relevant specialization in advanced tech domains
8. Empanelment Procedure
- Institutes must submit a filled application form (Annexure II).
- Attach supporting documents on:
- Infrastructure
- Software/hardware availability
- Faculty profiles
- Past training experience
- Submit physically to NIELIT Kolkata (Jadavpur University or Salt Lake Campus).
- Approval is granted post verification and possible inspection.
9. Eligible Beneficiaries
- Any student meeting the minimum eligibility (educational qualification) for the selected course.
- No restriction on caste/gender but preference may be given to underprivileged candidates.

11. Duration
- Courses range from 40 hours to 600 hours.
- Month-wise duration varies between 1 to 12 months depending on course complexity.
12. Payment Conditions
- Students pay registration and exam fees (ranging from ₹375 to ₹1000 per course and per paper, excluding GST).
- Institutes may charge training fees (self-funded or sponsored).
- For new course addition: ₹5000 (for max 3 courses).

- Submission of EOI to be done physically to either NIELIT Kolkata campus:

- Salt Lake Campus
All submissions must include:
- Annexure II application form
- Course proposals
- Infrastructure/faculty details

15. Other Terms and Conditions
- Minimum batch size for exams:
- 40 students (within 200 km of Kolkata)
- 80 students (beyond 200 km)
- Training infrastructure must include:
- Min. 10 computers per 20 students
- Projector, internet, UPS, printer, scanner
- Faculty qualifications:
- For computer courses: A-Level/B-Level/MCA/BE/B.Tech in CS
- For electronics: BE/Diploma/ITI in EE/EC
- Lab instructors: Graduate/Diploma holders with relevant experience
- NIELIT reserves the right to:
- Inspect and monitor centers
- Approve/reject based on inspection
- Amend course content or requirements
