
Summary of Notice
The Office of the Development Commissioner (Handicrafts), Ministry of Textiles, Government of India, is implementing the Skill Development in Handicrafts Sector (SDHS) Scheme under the National Handicrafts Development Programme (NHDP) with the objective of enhancing skill upgradation, design development and technological support in the handicrafts sector.

- In this context, online proposals/applications are invited from eligible Government Agencies/ Corporations/Autonomous Bodies/NGOs and other eligible agencies for undertaking the following activities under the aforesaid Scheme during the Financial Year 2026-27:
a. Design and Technology Development Workshop (DDW)
b. Improved Toolkit Distribution Programme (ITDP)
c. Guru Shishya Hastshilp Prashikshan Program (GSHPP)
d. Comprehensive Skill Upgradation Program (CSUP)
- The venue-wise and craft-wise list of activities proposed to be covered under DDW, ITDP, GSHPP and CSUP during FY 2026-27 is enclosed as Annexure-I to Annexure-IV, respectively.
- Interested and eligible agencies are advised to carefully study the SDHS scheme guidelines and submit their proposals online through the prescribed MIS portal, in the prescribed proforma. Detailed information relating to eligible activities, financial parameters, funding pattern, eligibility criteria and other terms and conditions is available in the scheme guidelines hosted on the official website of the Office of the Development Commissioner (Handicrafts), i.e. https://handicrafts.nic.in.
- The online submission of proposals shall remain open from 01.01.2026 to 25.01.2026 through the MIS portal at https://indian.handicrafts.gov.in. Proposals must strictly conform to the provisions of the SDHS scheme guidelines and the instructions issued by this office from time to time.
- After closure of the proposal submission window, all Assistant Directors / Senior Assistant Directors concerned shall scrutinize the proposals and forward the same to the respective Regional Directors (RDs) within one week, i.e. latest by 01.02.2026.
- The Regional Directors (RDs) shall thereafter examine the proposals and forward the same to Headquarters within one week of receipt, i.e. latest by 08.02.2026, for further necessary action, strictly in accordance with the SDHS scheme guidelines.
- Proposals submitted without invitation, received after the prescribed closing date, submitted directly to Headquarters, or found incomplete and/or not supported with mandatory documents shall not be considered.
- Parameters for consideration and selection of proposals: Selection of proposals shall be made strictly in accordance with the SDHS scheme guidelines and subject to availability of funds. The following parameters shall, inter alia, be considered:
a. Priority shall be accorded to proposals submitted by Government agencies, including State Corporations, Public Sector Undertakings (PSUs), Central Government Agencies, deemed institutions, reputed councils, and other Government-attached organizations.
b. Proposals submitted strictly in accordance with the district-wise craft lists notified through the annexures to the Notice shall be given preference.
c. Under a single component, not more than one programme shall be allocated to one NGO.
d. Preference shall be given to proposals submitted by local implementing agencies. In the absence of proposals from local agencies, proposals from other eligible agencies may be considered, subject to satisfactory assessment of their previous performance.
e. Proposals not recommended by the Regional Level Committees (RLCs) may also be considered by the High-Level Committee (HLC), as deemed appropriate, to ensure balanced regional coverage, coverage of uncovered or less-covered Handicrafts Service Centres (HSCs), crafts or districts, and/or based on the previous performance of the implementing agency.
f. In case multiple proposals are received for the same craft, preference shall be given to proposals benefiting Scheduled Castes (SC), Scheduled Tribes (ST), women, and persons with disabilities, provided all other parameters remain comparable.
g. Proposals from NGOs having pending Utilization Certificates (UCs) as on the prescribed cutoff date shall not be considered.
h. For the purpose of ensuring coverage of all Handicrafts Service Centres (HSCs), proposals pertaining to unadvertised crafts may also be considered, if required.
i. The past performance and implementation track record of the implementing agency shall be duly considered during the selection process.
j. The Headquarters office reserves the right to accept, modify, or reject any proposal, in whole or in part, at any stage of the selection process, as deemed appropriate.
- The proposals are invited strictly in accordance with the existing scheme components, which are proposed to be continued under the forthcoming scheme as well. This office may issue a subsequent notice in continuation of the present one after approval of the new scheme.
- Any clarifications, corrigenda or updates, if any, shall be published only on the official website/MIS portal.
