Introduction

Telecommunications Consultants India Limited (TCIL) has issued a Notice Inviting Tender (NIT) for the selection of a Backend Implementing Agency to conduct Training and Capacity Building Programs for Scheduled Caste trainees at Dr. Babasaheb Ambedkar Research & Training Institute (BARTI), Pune. This EOI for Skill Development Training is limited to TCIL-empaneled vendors, including System Integrators and Start-ups, under specific categories such as IT Resources, Technical Manpower, Project Management, IT-FMS, and Skill Development and Training.


Objective

The primary objective of this skill RFP is to partner with a qualified agency to implement comprehensive skill development and capacity-building initiatives exclusively for Scheduled Caste youth across Maharashtra. The program aims to enhance employability, promote entrepreneurship, and ensure sustainable livelihood opportunities through structured training programs.

Scope of Work

The selected agency will be responsible for the end-to-end implementation of training programs, including:

  • Mobilization, Counseling, and Selection of eligible Scheduled Caste trainees.
  • Course Commencement with batch sizes of 30–50 candidates.
  • Training Delivery across six specified courses, including Telecom Grameen Udhayami, Optical Fiber Technician, and Digital Marketing Manager.
  • Monitoring and Evaluation during training.
  • Certification through third-party assessment under NSDC.
  • Post-Training Support and placement tracking for six months.
  • Stipend Management and compliance with branding guidelines.

Eligibility of Training Partners

Bidders must meet the following criteria:

  • Financial Criteria:
    • Average annual turnover of at least INR 3.25 Cr (INR 2.71 Cr for MSEs & Startups) in the last three financial years.
    • Positive net worth as of the last financial year.
    • Profit before tax in two of the last three years.
  • Experience Criteria:
    • Two similar works each costing ≥ INR 3.25 Cr (INR 2.71 Cr for MSEs & Startups) OR one similar work costing ≥ INR 4.34 Cr (INR 3.80 Cr for MSEs & Startups) in the last seven years.
    • Similar work defined as “Implementation of Skill Development for any Government Organization/ CPSU/ State PSU in India.”
  • Infrastructure & Manpower:
    • At least one training center in each of Maharashtra’s 36 districts.
    • Minimum of 72 trainers working in Maharashtra.
  • Make in India Compliance:
    • Must submit a Make in India Undertaking with local content calculation.
  • Consortium Bidding:
    • Allowed with a maximum of three partners. Lead partner must meet turnover and experience criteria.

Selection Criteria

  • Technical Qualification: Bids must meet all eligibility requirements.
  • Financial Evaluation: Lowest bid (L1) will be selected based on the Price Bid Schedule.
  • NPV-Based Evaluation: Applicable for works involving CAPEX and OPEX spread over multiple years.

Empanelment Procedure

This NIT is open only to vendors already empaneled with TCIL under the specified categories. Non-empaneled vendors will not be considered.


Eligible Beneficiaries

  • Scheduled Caste youth aged 18–35 years.
  • Must possess a valid caste certificate, Aadhaar card, Maharashtra domicile certificate, and relevant educational qualifications.
  • Must be unemployed and not have previously received training benefits under BARTI or TCIL.

Total Target to be Trained

The training must be conducted across all 36 districts of Maharashtra, covering rural and semi-urban areas. Batch-wise implementation with a focus on scalable outreach.

Duration

The project implementation period is 11 months from the date of award.


Funding and Payment Conditions

  • Payment Terms: Back-to-back with client (BARTI).
  • Payment Milestones:
    1. 30% on commencement after submission of trainee profiles.
    2. 30% after one month of training completion.
    3. 20% on course completion + 100% assessment fee.
    4. 20% on achieving 50% placement/self-employment outcomes.
  • Performance Security: 3% of contract value via Bank Guarantee, FDR, or Insurance Surety Bond.
  • GST Compliance: Bidder must comply with GST regulations; non-compliance may lead to financial recovery.

Other Terms and Conditions

  • Integrity Pact: Applicable as per empanelment agreement.
  • Non-Disclosure Agreement (NDA): Must be signed if required by client.
  • Liquidated Damages: Applicable on a back-to-back basis.
  • Termination for Default: TCIL reserves the right to terminate for non-performance.
  • Blacklisting: Non-performing vendors may be debarred for up to 2 years.
  • GST Compliance: Mandatory; loss of ITC due to vendor default will be recovered.
  • Confidentiality: Bidder must maintain confidentiality of project information.
