The National Institute for Entrepreneurship and Small Business Development (NIESBUD), under the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, has issued a Request for Proposal (RFP) for the Empanelment of Infrastructure Providers to conduct entrepreneurship training programmes. Objective

  • Establish a national network of reputed infrastructure providers to conduct NIESBUD’s training programmes.
  • Ensure standardized, high-quality training delivery, including mobilization, execution, and post-training support.
  • Enhance entrepreneurship and small business development through structured programmes.

Scope of Work

Empanelled agencies will be responsible for:

  • Mobilization of candidates and conducting training programmes.
  • Providing infrastructure (classrooms, IT labs, biometric attendance, CCTV monitoring).
  • Logistics management (training kits, refreshments, banners, etc.).
  • Post-training mentoring & handholding (enterprise setup support).
  • Compliance with NIESBUD guidelines and reporting.

Eligibility of Training Partners

Mandatory Criteria:

  1. Registration: Must be a registered entity (Company, Trust, Society, NGO, Skill University, ITI, etc.).
  2. Experience: Minimum 3 years in training and mentoring (exceptions for startups).
  3. Financial Turnover: Minimum ₹50 lakhs average turnover in the last 3 years.
  4. Infrastructure:
    • 2000 sq. ft. premises (owned/leased).
    • Two classrooms (300 sq. ft. each).
    • Computer lab (15 PCs with internet).
    • Biometric attendance, CCTV, power backup, etc.
  5. Training Experience: Conducted 500+ EDP/ESDP trainees per year in the last 3 years.
  6. Handholding Support: Assisted 200+ entrepreneurs annually in setting up businesses.
  7. Mandatory Registrations:
    • SMART Portal (NSDC).
    • DARPAN Portal (for NGOs).

Empanelment Procedure

  1. Submission of EoI (Annexure-I) with supporting documents.
  2. Preliminary Screening for eligibility compliance.
  3. Presentation Before Committee (Noida/Delhi).
  4. Final Empanelment based on evaluation.

Eligible Beneficiaries

  • Aspiring entrepreneurs, women, youth, and marginalized communities.
  • Participants under sponsored and fee-based programmes.

Total Target to be Trained

  • State-wise allocation (e.g., 10 providers in UP, Bihar, Maharashtra, etc.).
  • Indicative numbers based on population & demand.

Job Roles / Focus Areas

  • Entrepreneurship Development Programmes (EDP).
  • Enterprise Skill Development Programmes (ESDP).
  • Handholding & mentoring for business setup.

Duration

  • Initial empanelment: 1 year (renewable based on performance).

Funding & Payment Conditions

Two Engagement Models:

  1. Fixed Emolument Model:
    • Fixed payments per training programme (mobilization, venue, logistics, etc.).
    • Additional Project Management Cost (percentage of sanctioned budget).
  2. Revenue Sharing Model:
    • 60:40 ratio (60% to provider, 40% to NIESBUD).
    • Provider manages end-to-end execution.

Other Terms & Conditions
